In support of consistent and verifiable emissions reporting for differentiated natural gas feedstock used to manufacture hydrogen, summarized below are recommended 45VH2-GREET background data parameters that could become foreground data along the natural gas value chain, where practical and applicable. Our request is to accelerate the release of the 45VH2GREET model with our proposed updates.
Accommodating our requests would allow ExxonMobil to complete GREET Cl calculations and analysis, and it would support our ability to FID the Baytown blue hydrogen project. To support these technical reviews, we would like to offer a working level discussion on GREET data revision options with your ANL team.
Areas to consider for background and foreground data parameters within GREET include the following :
1. Emissions Factors: carbon Intensity (Cl) improvements of natural gas production can be consistently represented through application of a limited set of recognized emissions factors, if made available for industry use (emissions factors could be issued through US National Labs (i.e., NETL and ANL) or an independent third-party source that is certified and verified)
2. Energy inputs: measured or calculated and verifiable energy inputs for production including consumed diesel fuel, natural gas, and electrical power (GREET tab NG! cells B28 thru B35)- data input: emission factors or as supported by EPA Subpart W & C reporting referenced in final 45V Regulations.
3. Natural gas recovery efficiency: total natural gas production divided by total energy consumed (GREET tab NG! cell B23, originally pulled from time series data on tab Fuel_Prod_TS!) - data sourced from State production reporting.
4. Leakage, venting, and flaring: verifiable inputs for CH4 leakage, volume of flared natural gas, and vented emissions (GREET tab Inputs! cells W128 thru W133 and N140 thru N143)- data input: emissions factors or as supported by EPA Subpart W & C reporting referenced in final 45V Regulations.
5. Electrical power emissions: connected grid and EAC assumptions for consumed electrical power (GREET table for a 'user defined power mix' in tab "Electricity!") - data input: emissions factors or as verifiable by the plant connected utility company and EAC registry as per final 45V Regulations.
