CMA has received a request from Exxon Chemical Company to consider formation of a new CHEMSTAR Panel on Ethylene and Related Products. Accordingly, CMA has scheduled an exploratory meeting for that purpose on October 9, 1991 from 9:30 a.m. to 3:00 p.m., at CMA Offices, 2501 M Street, NW, Washington, D.C. in the Park Conference Room.
A copy of the request from Exxon Chemical Company, the meeting agenda, and a list of the invitees are enclosed.

Dear Langley:
As we discussed, there is a feeling among several CMA member companies that it would be useful to establish an Ethylene and Related Products group to deal with regulatory issues which could affect our operations. Many of us are dealing with difficult compliance issues relative to the Benzene Waste Operations NESHAP, the Distillation Vent NSPS Standard, etc. which might have been ameliorated if we had been more active during regulation development.
I have developed a proposed meeting agenda (Attached) based on these concerns and discussions I have had with various interested parties. Your proposed meeting date of October 9 suits everyone's calendars. As you requested, I am also attaching a suggested list of invitees for the meeting.
Since a major concern is liaison with the general CMA air program, it would be useful if you arrange for an attendee from that area. I have, also, assumed that you will provide a general overview of CMA and Chemstar organizations and will provide for a legal review of antitrust and similar issues.
