Kristian, with apologies for the late response, and for attribution to "an EPA spokesperson," please:
1. Bed bugs can live without a blood meal (as in a shelved library book) for a significant period of time. Researchers report times ranging from 20 days to over a year. The lifespan will vary depending on temperature, humidity, and age of bed bug (older ones will live longer without a blood meal).
2. It is very unlikely, though not impossible, that a bed bug infestation will develop in an office, classroom, or other non-residential environment, such as a library. However, these sites can serve as transfer hubs for bed bugs to hitchhike a ride into a home.
3. If someone has a severe bed bug infestation, it is possible that a bed bug could hitchhike a ride to the library in a book. To minimize the risk of hitchhiking bed bug adults or nymphs, patrons can check books before returning, but bed bugs can also be carried on their person or in their personal belongings.
