Minutes of Last Meeting - The minutes of the December 11, 1972 meeting were approved as distributed. b. Next Meeting - It was decided to hold the next meet ing November 7, 1973 in Washington. 2. PERSONNEL a. Membership - The committee voted unanimously to recom mend to the MCA Board of Directors that John J. Moyna of Merck be appointed a member to succeed j. R. Mennis. The secretary reported that Benjamin Borenstein of Hoffman-La Roche and William E. McCormick of B. F. Goodrich have resigned. He mentioned that Mr. McCormick is now Managing Director of the American Industrial Hygiene Association, and recalled that he served capably during two full terms as chair man . b. Organization - Mr. Meyer discussed further his proposal re position papers on important topics affecting the industry. It became apparent that the committee organization needs to be improved as a prerequisite. It was unanimously agreed that the chairman would appoint a task group to recommend how the committee should be structured to deal more effectively with current problems. 3. LIAISON ACTIVITIES a. MCA Board of Directors - The chairman reported that he found a strong interest in the committee's activities when he reported to the Board April 9, particularly those related to strengthening MCA's hand in dealing with FDA and those related to public relations. b. MCA Public Relations Department - The committee noted Mrs. Walton's report of May 17 distributed at the meeting. With respect to the MCA booklet "Food Additives - What They Are, How They Are Used" which is in low supply, the committee reaffirmed the need for this publication, whereupon the chairman appointed a task group consisting of Messrs. Meyer (chairman), Bryant, Feldberg, Miller, Schulman, and Ver Nooy to update it as necessary for reprinting. ASI 00003289 -3- With respect to the MCA leaflet "Everyday Facts About Food Additives", the chairman reported on the May 16 dinner attended by himself, Mrs. Norris, and Messrs. Bryant, Hoover, Morison, and Ver Nooy. Ideas for the proposed revised leaflet (which would fit into the scheme suggested by Mrs. Walton in her letter of April 30 to the task group) were discussed at this meeting. The chairman requested each task group member to put one or more of these ideas into a paragraph suitable for publication, and send it to him within about two weeks. With respect to speaking engagements, also covered in Mrs. Walton's report, the chairman urged committee members to speak before local groups. The committee also gave opinions on the draft MCA education publication "Experiments in the Chemistry of Foods" to Dr. Robert E. Varnerin, MCA's Manager of Education, who attended the meeting briefly. The chairman urged that written comments be sent to Dr. Varnerin. Mr. Feldberg commented on activity at the University of Massachusetts where the food science department is reaching non science majors with a highly popular program. He felt that this program for future opinion leaders could serve as the basis for similar programs in other universities, and reported that he has followed up on Dr. Varnerin's recent suggestion that the Uni versity of Massachusetts material be considered for inclusion in MCA's "Chemistry in Action" series. c. National Academy of Sciences - Mr. Meyer discussed the work of the Industry Liaison Panel of the NAS Food and Nutrition Board, and urged companies to become members to provide badly needed help. He pointed out that the work of the panel in feeding information to the board is extremely important, that the panel is developing an inventory of expertise among its members, that the board has been instructed to set up a consumer service committee, and that current concerns of the board in clude the toxicological significance of heavy metals in foods, and the proper amounts of phosphorus, calcium, and sugar in the diet. He also referred to the recent NAS forum "How Safe Is Safe?" in which representatives of government, industry, and consumers participated. d. New York Academy of Sciences - The chairman reported that he attended the January 15-16 NYAS discussion on "The Scientific Basis for the Delaney Amendment", at which there was general agreement that there is now no scientific basis for changing the amendment. Pharmaceutical Manufacturers Association - Dr. Aalto reported that the status of the PMA Good Manufacturing Practice Guidelines for bulk drugs is unchanged, and it was indicated that these guidelines may have been made available to FDA. f. United Nations - The secretary reported that MCA member companies had responded well to the request for toxi cological data for substances to be considered at the June 26July 4 meeting of the Joint FAO/WHO Expert Committee on Food Additives. He reminded the committee of the need to get in touch with the director of the Food Chemicals Codex with respect to specifications for these substances, which include antimicro bials, antioxidants, anticaking agents, emulsifiers, gums, modified starches, mineral oils, MSG, and saccharin. He alsomentioned that the Sixteenth Report of this expert committee covering substances considered at the last meeting is available from Unipub, Inc., P. 0. Box 433, New York, N. Y. 10016, that a summary of the report appeared in the January 15 issue of FOOD CHEMICAL NEWS, and that the substances involved include Octyl Gallate, Red 2, caramel, Diethylpyrocarbonate, Mercury, Lead, and Cadmium. The secretary also reported that the next meeting of the Codex Committee on Food Additives is scheduled for December, and that this is to be preceded by the FAO/WHO Food Additives and Contaminants Conference in October. The conference is to consider the work of the expert committee, general principles for the use of food additives, food contamination through envi ronmental pollution, measures and international action required for determination of levels of contaminants and assessment of hazard, means for rapid international action in emergencies, etc. g. U.S, Congress - The secretary reported that there is as yet no prospect of hearings on S. 406 (Food Protection Act) nor on S. 863 (Cosmetic Safety Act)'. h. U.S. Department of Agriculture - Mr. Morison reported that there have been no recent USDA actions of particular interest to the committee. i. U.S, Department of HEW (FDA) - The secretary reported there are indications that the FDA proposal to remove certain substances from the GRAS list, on the basis that they are no longer in use, includes some substances which are in use. It was agreed that the secretary would call this to the attention of MCA member companies. 00003291 -5- With respect to the FDA notice in the May 14 FEDERAL REGISTER re Emergency Permit Control, it was agreed that com mittee members would review this notice, already in the mail from the secretary, to determine whether or not food additives are involved. The secretary reported on the final FDA notice re Regula tion of Prior-Sanctioned Food Ingredients which appeared in the May 15 FEDERAL REGISTER, and which is on its way to the com mittee . Mr. Bryant called attention to the article "FDA Plans Tough Compliance Program for Food Additive Use" which appeared in the April 2 FOOD CHEMICAL NEWS, and which mentions among other things that plants are to be inspected to insure that additives meet established specifications. He also indicated that a conference may be called between industry and FDA to discuss this subject. It was agreed that MCA should participate in the conference. j.
