SUMMARY OF ACTIONS TO BE TAKEN BY GE POWER GENERATION SERVICES AND INTERNATIONAL POWER SYSTEMS DEPARTMENTS: 1. Transmit and review the customer section of this TIL with all affected customers. Copies of the customer section have been provided for all customers in each district. 2. Enter TIL customer delivery/notlflcatlon into the TIL tracking database. This is accomplished via the normal "ORS" (Outage Reporting System) sign-on routine. At the IDMS Production System screen, instead of typing "ORS"; enter "TIL" and select menu option "1*. Enter appropriate data regarding the delivery of the TIL to specific customers for specific units. Problems or questions regarding data entry into the TDS/ORS TIL Tracking Database should be directed to: Shirley Love, 8*235-1595 or FAX 8*235-4028. 3. Other problems or questions should be directed to the appropriate Product Service Engineer. DISCUSSION: In view of recent regulatory trends with regard to asbestos, it may be important for customers to know where asbestos-containing materials could be present in their gas or steam turbines or generators. This generic information is provided in the customer section of this TIL. This information is based on the factory practices at the time a unit was shipped and does not reflect any changes resulting from the replacement of any materials after shipment. This TIL is for information only. No specific actions are recommended or implied regarding the replacement of material containing asbestos. Regulatory compliance, such as maintenance and parts replacement, remains the customer's responsibility. Non-asbestos materials are now used in spare and renewal parts, and will be automatically substituted for any former asbestos material part numbers. EXPENSE POLICY: Any expenses related to actions taken as a result of this TIL are to be to the customer's account. This information is being provided so that appropriate actions may be taken by each customer to comply with regulatory trends concerning asbestos. The information provided is generic and applies to units in the "as-shipped" condition. DISCUSSION: The properties of asbestos once made it desirable for applications such as heat retention and sound-deadening materials, electrical insulation, gaskets, stem packings, and shaft seals, especially since non-asbestos substitutes were not always available. As the health hazards of this material were recognized, new non-asbestos materials were developed, enabling current turbines and generators to be manufactured without asbestos. The change to asbestos-free materials was completed in 1987 for gas and steam turbines, and early 1989 for generators. Tables 1-3 list generic potential locations of asbestos materials in steam turbines, gas turbines, and electrical equipment, including generators, as manufactured.
