On July 25, 2022, EPA inspectors Dean Maraldo, Ted Flatebo, and Joan Rogers (EPA Team) traveled to Cahokia Heights (City) to meet with the City's Public Works department and conduct an announced municipal separate storm sewer system (MS4) inspection. After departing the Public Works facility on July 25, we visited a few known dry-weather sanitary sewer overflow (SSO) locations in the City. The EPA Team's July 25 dry-weather SSO observations are documented in this inspection trip report.
During the early hours of July 26, a severe rain event occurred in the St. Louis area, including Cahokia Heights. Over 6 inches of rain fell over Cahokia Heights over an 11-hour period from 1:00 A.M. to noon on July 26 (based on National Weather Service data for the St. Louis Downtown Airport, located in Cahokia Heights). As a result of the storm, which caused widespread flooding throughout the region, the City's Public Works staff were deployed to respond to emergencies throughout the City on July 26. We postponed the MS4 inspection and spent the day observing wet-weather impacts to the City's sanitary sewer system, including SSOs. The EPA Team's July 26 observations are documented in this inspection trip report. The trip photo log is provided in Appendix A.

The lift station was overflowing into the adjacent wetland when the pumps cycled on, approximately every 5 minutes. (see Photo Log image CHHM0012). Video was also captured at this location. I informed the City sewer department of the situation. The water level in the lift station well was near the top. I did not observe a discharge. I informed the City sewer department of the situation. The sewer cleanout was not overflowing, and the ditch was dry.

Observations
Sanitary sewage was discharging from the manhole. (see Photo Log images CHWW0034 and CHWW0037). Video was also captured at this location. Roadside ditches were inundated and a lift station structure on Belleview Avenue was partially submerged. (see Photo Log image CHWW0038). Video was also captured at this location. Steet was flooded. (see Photo Log image CHWW0040). Lift station was submerged. (see Photo Log image CHWW0041). Also captured video of street runoff flowing into a sanitary sewer manhole. Discharge to Canal #1. The stormwater discharges through a pair of culverts under N. 80th Street. The stormwater collects from roadside ditches throughout the area and includes discharge from a sanitary sewer overflow location on N. 82nd Street (see Photo Log image CHWW0047). Video was also captured at this location. Water was flowing in the ditch towards Canal #1. (see Photo Log image CHWW0049)

The cleanout was overflowing. The ditch leading from the cleanout was inundated and yards in the area were flooded. (see Photo Log image CHWW0053). City sewer crews were repairing the lift station when we arrived. The crew leader said a rag clogged the lift station pump, causing the dry-weather SSO on July 25, prior to the storm. I did not observe an SSO at this location on July 26. The cleanout was overflowing. The ditch leading from the cleanout was full and flowing. Yard flooding had lessened since the 11:33 A.M. observation at this location. (see Photo Log image CHWW0055). Video was also captured at this location.
The EPA Team exited the City at approximately 3:30 P.M. on July 26, 2022.
