To establish the use of respiratory equipment. B. To establish a maintenance program for respiratory equipment. C. -To establish a cleaning program for respiratory equipment: HEALTH.HAZARD: VINYL CHLORIDE IS A CANCER - SUSPECT AGENT '.hit - The 03HA standard sets an exposure limit of 1 ppm averaged over any eight--hour period ' and a ceiling of 5 ppm averaged over any period not exceeding fifteen minutes. - Wearing of approved masks will be mandatory in areas where the MVC concentration is at 5 ppm or above or where OSHA standards will be exceeded. For MVC concentrations at 25 ppm or above OSHA approved, air masks or air pack units must be worn, '' % A monomer detection system located throughout the plant will be utilized to warn all employees when the MVC concentration has approached 5 ppm in a particular area. DEFINITION OF RESPIRATOR: A device worn over the nose and the mouth for protection of the respiratory tract. PROCEDURE: A. Until vinyl chloride levels throughout the regulated area are brought to less than 1 ppm, it will be necessary for personnel to make use of one of the various types of respiratory equipment as follows: COLORITE 012287 lui>^ i April, 1979 1. 1 - 25 ppm C a, canister mask which provides a service life of four hours for concentra tions of vinyl chloride up to 25 ppm or b. type ,TC" air mask connected to breathing air header 2. 25 - 1,000 ppm a. a type ,rC" supplied mask (MSA-3M Helment) must be worn in concentrations of 25 to 1,000 ppm; the maximum length of air line hose that'can be worn on a breathing air mask is 350' 3. 1.000 -- 36,000 ppm a. open circuit, self-contained breathing apparatus (air paks) must be worn in concentrations of 1,000 36,000 ppm 4. ` 36,000 -- Unknown ' a.' entry' into unknown concentrations or concentrations greater than 36,000 pph may be made with the use of self-contained breathing apparatus strictly for the purpose of life rescue, fire fighting or to secure equipment as to pre- vent a greater hazard from the release of vinyl chloride B. Breathing AirRespirators ' ' ' Areas .that breathing air respirators must be worn: ` * a. any area that has airborne contamination of 5 ppm or more* of vinyl chloride vapor ; Operations where breathing air respirators are required by special notice fol lows : Suspension Reactor Building: . '- 1. . Opening any manway cover which had contained vinyl chloride until the 8tr coppus hose has been installed. 2. While 09 content of a blend tank is being checked or when maintenance is being performed on top of the blend tank while any port or connecting pipe line is oj 3. Entering any vessel that had* contained vinyl chloride. 4. Production or Maintenance personnel disconnecting any line that had contained vinyl chloride. 5. Maintenance personnel performing repairs on any line that had contained vinyl chloride until such time by either the Bendix or OVA the ppms drop below 1 ppm. 6. While opening the copolymer reactor 6" handhole cover, during the inspection oi the empty' reactor and until the 4" coppus hose is inserted into the reactor. Dispersion Process Building: 1. Opening homogenizing systems for maintenance or cleaning oi'ifice plates. 2. Removing wore and jdoth from rotary filters until level drops below 1.0. COLORITE 012288 Page 3 April, 1979 3. While any maintenance is being performed on top of latex blend tanks when any port or connecting pipe line is open. 4. Entering an}' stripper, batch mix tank or wet cake bin or tower. 5. Maintenance or Production personnel disconnecting any line that had contained vinyl chloride. 6. Washing out and rodding out wet cake bins through open manway. 7. Maintenance personnel performing repairs on any piece of equipment that had ct tained vinyl chloride until such time by either the Bendix or OVA the ppms drc below 1 ppm. , '. 8. Opening cake breakers and maintenance on same. .- 9. While flushing exhaust system or dump header through an open line. C. Maintenance of Breathing Air Respirators ' 1. It will be the responsibility of the wearer to inspect his own mask. This in' spection must be done each day mask is used or- at least once per week if not used. Initial the block below the day of the week the. mask was inspected on t Personal Air Mask Inspection Sheet. Initials will indicate the inspection was completed and mask is in proper working order. 2. The air mask will be inspected by each employee for the following; a, tightness of connections, rubber parts to be checked for wear and deterxor tiori, such as breathing tube, face mask and head bands} all lens clips in place. . . 3. When a malfunction is discovered in a breathing air respirator*, it will be the wearer's responsibility to turn in same for replacement or repair, 4. Defective respirator's will be repaired by qualified personnel. Any respirator that cannot be repaired on site will be sent to the manufacturer for repair or replacement. D. Cleaning and Inspection of Breathing Air Respirators On the last day of each shift, the soiled respirators will be turned into the Shift Foreman and a clean one issued. The soiled respirators will be washed in a dishwasher using detergent soap, se itized and rinsed for removal of dirt with water temperature of no more than 120'F. Air dry in a dust-free room. C 4. Inspect valves, headstraps, face piece and hose for defects. Defective parts a to be replaced. 5. Place in a plastic bag to keep clean. COLORITE 012289 - , AOP M-S - Revision $5 Page 4 . April, 1979 6. It will be the companyTs responsibility to keep records on cleaning and re pair of each respirator, 7. Breathing air respirators used for emergencies only shall be inspected, washec and sanitized at least once per month unless used and then shall be cleaned and inspected after each use. It shall be the Companyfs responsibility to keep records of repairs and inspections. E. Particulate Respirators (Dust) 1. Areas the dust respirators must be worn in. These can be either the Dust-Foe 77 or the 3M disposable. - a. at the bagging machines for: *'- (1) plastisol * (2 ) copolymer . (3) homopolymer . -# b. checking or replacing collector bags c. loading bulk truck and hopper cars . - d. any area where dust might be created such as opening plugged resin transfe line 2. Maintenance ; ` - .- , .. . a. it will be the responsibility of the wearer to inspect his own personal ma each time it is put into use -' '* b; if.a malfunction is discovered in the mask, it will be turned in for repai or replacement " 3. Cleaning of particulate respirators: *. * a. respirators used on a routine basis shall be collected, cleaned and disin- : . fected as frequently as necessary to insure proper protection is provided by the wearer (see Section D. ). - b. the procedure for cleaning shall be the same as used for breathing air res pirators (see Section D.).
