61.70 (c)(1)
No emissions from the control device (incinerator) exceeded 10 ppm vinyl chloride averaged over any hour period (commencing on the hour) during this reporting period. Emission requirements of 61.64 (a)(2), (b), (c), (d) and 61.65 (b)(1)(H), (b)(5), (b)(6)(H), (6)(9)(H) are met by collecting, containing, and incinerating vents from these areas prior to their release

to the atmosphere. The exhaust gas from the incinerator is measured continuously with a Honeywell multi point gas chromatograph. The exhaust gas from the incinerator is also sampled periodically (grab sample) and analyzed for vinyl chloride. Results from these samples are given in Table I.
61.70 (c)(2)(i)
The emission level prescribed in 61.64 (e) is attained by a stripping opera tion. The plant produces only one type of resin, that by the suspension process. The vinyl chloride content found in all samples required in 61.70 (c)(2)(i), averaged over each calendar day and weighted according to the quantity of each grade of resin processed by the strippers that calendar day is given in Table II.
61.70 (c)(3)
Compliance with 61.64 (a)(2) is attained by using standard operating proce dures to strip the resin to less than 400 ppm vinyl chloride and purge the vinyl chloride from the reactor vapor space. These procedures are described in Section VI of the Compliance Manual which was submitted to EPA Region IV on August 14, 1978.
