Chamber of Commerce of the U.S. CAPCO JEN 0004306 Page 3 istrator Barbara Blum has advocated only that foreign countries be notified when a U. S. Agency issues a hazardous substance regulation. This recommendation has been embodied in an EPA Federal Register proposal dated November 29, 1979 which would require that "the exporter of any chemical substance or mixture for which ... a rule has been proposed or promulgated under Section 5 or 6 of the Toxic Substances Control Act ... shell notify EPA of such exportation C5T intent to export: EPA, in turn, shall notify the foreign nation of such rule ..." Note that a rule is expected to be proposed for asbestos under Section 6 of the Act in December, 1980. A national-level, three day workshop on substitutes is planned for July 14-16, 1980, in Arlington, VA, by EPA. .A working paper which provided details was included in folders. Congressional Activities - A. The "Asbestos School Hazard Detection and Control Act of 1979," S. 1658, is pending in Senate committee. This is the Senate version of the Miller bill which passed the House in December, 1979. The bill is scheduled to be heard March 17 at a public school building in New York City. B. "Non-disclosure by Business Entities as to Dangerous Prod ucts (H.R. 4973) will be the subject of hearings for the fourth time. The hearings in the House Judiciary Committee Subcommittee on Crime'which were to take place March 10, 1980 are to be re scheduled. C. The "National Workers Compensation Act of 1979 (H.R. 5482)" will be heard by the House Education and Labor Subcommittee on Labor Standards March 25 and 26, April 1, 7, 23 and 24, 1980. It is not yet known who the witnesses will be. This bill is the comprehensive worker compensation proposal introduced by Rep. Edward P. Beard (D-RI) in 1979. D. A bill to specifically address worker compensation for the health hazards of asbestos is expected to be introduced shortly by Sen. Gary Hart (D-CO). States - Current state legislation affecting asbestos is summarized below: Massachusetts - Bill H.-2811, which would have required a skull and crossbones lable on products which federal or state laws require to carry a hazardous substance warning label, was reported out unfavorably to the Tull House which accepted the Committee1s adverse report on February 25, 1980. AIA/NA had provided comments to the House Committee on Health Care on this bill. Connecticut - AIA/NA submitted comments to the Joint Committee on the Environment on March 10, 1980 regarding two bills being heard that day by the Committee: H.5734 which would require the Com- CAPCO JEN 0004307 Page 5 Other Business The next meeting of the Board of Directors will be held June 11, 1980 at the Ramada Inn, 901 N.
