Historically, increased costs on crude oil, natural gas, or refined products led to upward pressure on costs to consumers. Tariffs would likely have a similar result and, could erode the U.S.'s standing as a net exporter of energy. U.S. refineries take advantage of heavy-grade crude oil from Canada and Mexico to meet U.S. consumers' demand, especially in Indiana, Montana, and Michigan. While there is the possibilityto retool U.S. refineries to utilize light-grade crude from the U.S., it would jeopardize U.S. energy dominance. Ask: Exempt from tariffs crude oil, natural gas, refined products, and used cooking oil under these HTS code headings (see Appendix A for the ten-digit HTS codes): (b) (4) Tariffs Exemptions for Critical Industrial Materials Context The U.S.'s global advantage in oil and natural gas is also built, in part, with industrial materials that cannot be sourced sufficiently in the U.S. to produce, transport, and refine hydrocarbons. These industrial materials include pipes for drilling, production, and pipelines; turbines; transformers; and taps, valves, pressure/temperature measuring devices, and centrifuges for facilities. US suppliers do not meet specifications required for procurement of these products. AGA and DOE have a long history of working together to maintain consumer access to clean, affordable natural gas and leverage our collective expertise to design programs and initiatives to advance our nation's energy security. On behalf of our members and staff, AGA looks forward to working with you and your team to advance our shared energy priorities. AGA represents more than 200 local energy companies committed to the safe and reliable delivery of clean natural gas to more than 189 million Americans and 5.8 million businesses in all fifty states. There are more than 79 million residential, commercial, and industrial natural gas customers in the United States, of which 94 percent--more than 74 million customers--receive their gas from AGA members. Today, natural gas meets more than one third of energy needs within the United States. Natural gas has been and will continue to be the cornerstone of America's economy and energy independence. Our industry is committed to investing, building, and innovating for the families and businesses who depend on us every minute of every day. We were pleased to see the inclusion of a complete review of DOE's appliance standards program in your nine-point plan - AGA's members serve residential and commercial consumers, the majority of whom use natural gas appliances, such as furnaces and water heaters. We also welcome your focus on permitting reform, which is one of our industry's highest priorities. Additionally, as AGA members provide service to federal buildings, including Department of Defense installations, AGA has an interest in the government's rules and policies that would remove or limit natural gas in federal facilities such as DOE's Clean Energy for New Federal Buildings and Major Renovations ofFederal Buildings rule. I would like to request a meeting on behalf of our Board Chair, Lloyd Yates, President & CEO, NiSource and me, to introduce AGA and outline our top issues for the department. Mr. Yates will be in town on February 20th and 25th and has availability for meetings. Chevron is increasing our production of American oil and gas, as well as investing to scale new American energy industries, including powering Al data centers and developing advanced geothermal, CCUS, and hydrogen. For hydrogen, Chevron is seeking to make large investments in producing hydrogen from abundant natural gas. In addition to supplying domestic manufacturing and heavy-duty transport, there is a key export opportunity for hydrogen from the U.S. Gulf Coast. America can dominate this future export market, just like we do with natural gas now that the Trump Administration has lifted the 'pause' on American LNG. We greatly appreciate the President and Sec. Wright's leadership on energy and look forward to discussing how Chevron can support the Administration's energy dominance agenda. Below is our availability next week. And Speaker for ARPA_E Summit Hi, Alex! Congratulations on being named COS for Secretary Wright, it is so exciting and so welldeserved!! It's also nice to see so many from our old team back there, Secretary Wright is fortunate to have you all with your experience on how things work there. I was planning to reach out to you when the dust settled a bit, I know how busy transitions are in the first 100 days, but was contacted this morning about the ARPA-E Summit next week, and your name was mentioned, so now seemed like a good time -- see an excerpt of a message I sent below internally looking for an EPRI speaker for you: This just came in this morning, a request for Arshad or another EPRI speaker on Al to be considered by the Secretary speak at DOE's ARPA-E Summit next week, (ARPA-e is hosting its annual Energy Innovation Summit next week (17-19 MAR) at the Gaylord Resort in National Harbor, MD.) link to Summit webpage is below. They are still looking to fill a main stage panel position for Wednesday 19 MAR 9:00-10:00am. Details of the panel follow: Panel: Enabling an Al World Potomac Ballroom/9:00-10:00 Wednesday 19 MAR/Gaylord National Harbor As the role of Artificial Intelligence (Al) in our society grows, so too must the infrastructure that empowers Al. Of particular importance is the critical increase in energy generation, transmission, and storage for power-hungry Al systems and the data centers that enable them. This session will feature players from across the Al power value chain discussing the challenges facing a growing AI society, the innovations needed to secure the energy demand, improve grid operations efficiency, increase reliability/resiliency/capacity, and how Al-centric world will look. Home - ARPA-E Energy Innovation Summit The bottom line from the email trail is that Laura Schepis from NEMA introduced Chip Cotton, who is part of the leadership team at Xignux and GEProlec (makes Transformers in US and Mexico). He is helping Secretary Wright and Alex Fitzsimmons build out a high-level ARPA-e event on Al and Energy next week. They asked if we would be willing to talk with Chip about placing an EPRI speaker on the consideration list for the Secretary? Laura said she knows Arshad's enthusiasm for this topic but also his travel schedule, and said he might be just what this event and the ongoing conversation need. I asked Chip to schedule a call with me right away to get more details, but wanted to get a direct line started with you SO things don't get lost in the communications. and actually couldn't wait to get started on working with you again!! Thank you for your patience. Please see the following statement you can attribute to a DOE spokesperson: "The High Energy Physics Advisory Panel is a scientific advisory panel to the Office of High Energy Physics in DOE's Office of Science and the National Science Foundation's Directorate of Mathematical and Physical Sciences. Advisory panels such as HEPAP meet under the guidelines established by the Federal Advisory Committee Act and provide guidance on longrange plans, priorities, and strategies for scientific research programs. HEPAP meeting topics are limited to technical discussions of current developments and research directions within particle physics and related fields. HEPAP members are appointed to the panel, following extensive reviews and approval of the membership by the Secretary of Energy, by the Under Secretary for Science and Innovation (or designee) and the Director of the NSF. The DOE and NSF review HEPAP's membership annually and assesses each candidate's alignment with the Department of Energy's objectives, and whether the candidate possesses relevant knowledge and experience in the fields they will represent. Prof. Chanda Prescod-Weinstein was appointed by the Eiden-Harris administration and has served since 2024. She attended two HEPAP meetings, May (in person) and December (remote) 2024. At the December meeting, she contributed to discussion of several topics, all of which were related to the agenda items. How many of these pending loans is DOE considering canceling? Does DOE believe taxpayers should be footing the bill for EV battery factories owned by major automakers Ford, GM, and Stellantis? Our membership continues to expand across the nation and continues to generate a tremendous base in support of our Republican governors and gubernatorial candidates. We would like to invite soon-to-be Secretary Wright to speak on a panel with 3-4 Republican governors discussing the Administration's work on unleashing America's energy independence. Attached is the event information request form for your records. Below is more information on the location and timing of the panel. The audience will consist of 225-250 of our C-Suite Executive Roundtable members and our Republican governors. This panel will take place at RGA's Executive Roundtable Winter Meeting on Thursday, February 20, and it will be closed to press. Thank you in advance for your consideration. THURSDAY, FEBRUARY 20, 2025 10:45 AM - 11:45 AM Executive Roundtable Panel Discussion II: Energy -- Changing Course: How Republican Governors will support the Trump Administration's Push for Energy Dominance Location: Grand Ballroom, Conrad Washington, DC, 950 New York Avenue NW, Washington, DC 20001 Energy -- Changing Course: How Republican Governors will support the Trump Administration's Push for Energy Dominance President Trump is back in office, which means American energy is once again open for business. Over the last four years, the Biden Administration ruled by regulation, leading to higher energy costs across the board and less American-made energy. The good news? President Trump changed course within minutes of being sworn into office and issued multiple executive actions to maximize the responsible use of America's natural resources, limit regulations, and expand innovation to achieve energy dominance. Additionally, President Trump has empowered thoughtful, innovative, and commonsense leaders such as Doug Burgum and Chris Wright to unleash American energy and put the foot on the gas for producers. This panel will discuss how Republican governors have been laying the groundwork to leverage the new direction of the Trump Administration and support future American energy production.
