their pro-rasbestos ad campaign,

A's far as. the Federal .Government is concerned,, there has been a great deal of
pressure by the past administration directed against the suppliers and processors
of .asbestos. The present, administration has- not.continued this approach with
the same';vigor..

In addition to the apparent softening of the Government position, Johns-
Manville is currently.engaged in a pro-asbestos advertising campaign with two
page adsiln Machine Design. Ads have been.run emphasizing the advantages of
asbestos, in roofing and brake linings. There is a third ad that will run on
flooring with others including gasketing under consideration.

John Cranes has admitted to a change in their "complete.elimination" approach td a "lets wait and see" approach as it applies to their packing line.
For the present at least, it would seem appropriate to follow a "wait and
see" attitude rather than making a substitution. There dre numerous new
products offered as a.substitute for asbestos appearing on the market almost
daily, however, none yet are as cost effective.
The MSS .and Federal Standards^still specify asbestos. Close monitoring of the appropriate gpnyiri .ttees for these Standards should be continued for any indi
cation of change.
Carbon and TFE products can be ordered for those customers who insist on a
non-asbestos valve.

Thank you for your letter of August 22nd requesting information concerning products being placed on the Exempted Products Containing Asbestos List. For a product to be considered foe placement on that list the requestor, per 41 . CPR 3-74.1T5-3, must submit to the VA Central Office {10A4A5), 810 Vermont Avenqe'N.W. , Washington, D.C. 20420 the following:
a. Name of the product, source of supply, and physical form of the asbestos as used in the product or equipment.
(1) Percent of asbestos in the product. (2) Type of asbestos contained in the product.
b. A description of use, including purpose, urgency, methodology, qualities, and capability of the user.
(1) Estimated life of product or how.long will it be before the asbestos product-will deteriorate to a degree which would require action.
(2) Cost of disposing of the product.

SUBJECT ASBESTOS-FREE PACKING FOR PLUMBING VALVES

We recently completed cycle testing on various asbestos-free packing materials for plumbing valves. At the same time we also tested the current packing style to develop a benchmark.
The results of our testing are summarized In the following paragraphs.
The Garlock style 170AF packing samples did not pass our requlrements In the cycle test. The amount of adjustment required to keep the valve from leaking was above and beyond the limits of the CSA B125 specification.
The balance of the samples tested were all from Llndstrom and King. As a benchmark or reference point we tested the standard packing which we have used for many, many, years. This packing carries the L K number 6+10. The results of these cycle tests were satisfactory, again In reference to CSA B125 specification.
The second L K sample which we tested was their number 6+1 OAF. The suffix AF represents asbestos-free. The cycle test on this particular sample was simply horrible. At the end of only 7,000 cycles, we had taken up the full adjustment of the packing nut. The specification requires 100,000 cycles with only one packing adjustment.
The next sample tested of L K was their number 52AFT. The suffix letters In this case stand for asbestos-free, the "t" stands for tallow which Is used as a lubricant. The cycle test on this particular compound proved to be excellent. In one of the samples, the complete 100,000 cycles was attained with no, I repeat no, packing adjustment.
Therefore, the above data Indicates that we have two choices at this time. The first choice would be to continue buying the standard 6+10 packing material. The second choice would be to switch to the number 52AFT material from L K. As I understand the situation, the second choice would cause a- cost Increase for this valve packing.

I would suggest that you determine which of the packings you
wish to order to complete your Immediate needs. I would suggest
that we ask L K to supply us with their number 33 style
asbestos-free packing for testing. If they would have any other
recommendation for an asbestos-free packing that would be equal
to or less In cost than our existing packing, please feel free
to Initiate samples on this particular Item.

We should also be searching other vendors besides Garlock and Llndstrom S King to find an asbestos-free pocking which would be cost competitive with our existing style packing.

ASBESTOS packing:
Dear Agents:
We would like to take this opportunity to .explain to you as to
why our'asbestos packings are safe, practical and functional in
NIBCO valves . There has- been considerable amount of
sensatipnalism about the use of asbestos in American, industry,
that asbestos is a health hazard and a time-bomb."that causes
cancer. Asbestos fibers occur naturally in hatute. Asbestos '
only presents itself as a health problem if, and when, the
asbestos fibers are- allowed to be inhaled directly into the
.lungs. It has even been proven to cause no ill effect- if
consumed in the digestive system of humans in its free
un-encapsulated state.

The asbestos used in NIBCO packings are not .free to. be inhaled.
The asbestos fibers in packings and gaskets used in, NIBCO valves
.are totally encapsulated either by graphite, rubber binders or by
tetrafluoroethylene (T.F.E.). The total- encapsulation of
asbestos .-Taste proven safe and acceptable to O. S.H.A. and the
E.P.A. Ybu'.may offer NIBCO. valves with confidence and without
concern of allowing a system to be contaminated by asbestos '
fibers or causing health problems. Please call us if you have

Don Hamilton traveled with Dalt Sears recently.and Don has
relayed Dalt's confusion, and uneasiness with the stem material
we use in bronze valves.

In Dalt's view NIBC0 slipped in the use of ASTM, B-99 material without providing the field with adequate justification. Dalt does not have good reasons to give engineers when they ask. why we show both B-99 alloy with 50/000/20,000 psi tensile/yield along with B-371 with 80,000/40,000.
If there is evidence or tests on why B-99 performs better, we did not relay it to our sales force. My recollection is that it has to do with dezincification but we owe a technical ' article to the field,
A technical article is also needed to recount our testing and
evaluation of different materials that resulted in our choice
for non-asbestos packing and gaskets. Cost was a consideration
but we need to tell it like it is. Our salesmen are being
asked to justify our decision and we have given them no help.

At the request- of Richard Runkles, the following information provided to give a brief summary of'our current position on finding asbestos-free substitutes for existing packing and gasket materials.

Concerning the iron valves In BI ythev I 11 e,. the status on these valves is that asbestosrfree substitutes have been found for both packing and gasket'' materials.
The packing material which has been Identified has been Imple mented into our current standard production. At this time we have only one suitable material supplied by one supplier. It should be our goal to develop a second compound from a second supplier for these Iron valve packings.
The gasket materials for the iron valves have also been switched to an asbestos-free material. In the case of the gaskets, however, we have developed four C4) suitable substitutes from four (4) different vendors. Therefore, we have an adequate source of supply for this particular Item.
In summary, we have developed, sourced and Implemented asbestosfree packing, and gasket, materials Into the Iron valves produced at B1ythev11 Ie.
i, / The pressure-rated bronze valves at Texas were the next valves to be-addressed. At the current time, cycle testing Is continu ing In the test lab. We have several different compounds' of asbestos-free packing materials from two or more vendors. It is expected that testing and then evaluation of results will be completed by October 15, 1985.
The testing on this material has taken a considerable amount of
time due to the fact that we are testing both with cold water
and also steam cycling. Also, we have taken care to test both
rising and non-rising stems to verify that the packing will be
suitable for both applications.
A decision must be made concerning these pressure rated bronze valves. At this time the standard which governs the production of these valves Is MSS-SP-80. This standard currently does not

allow any packing material other than an asbestos base material. Therefore, even when we do identify a suitable asbestos-free substitute, the standard which we publish In our catalog does not allow us to use an asbestos-free packing material. There fore, a policy decision must be made concerning the change over to this asbestos-free material. If we choose to make the substitution to asbestos-free. It must be Identified to our . customers that we no longer meet the requirements of the speclfIcatIon.
Efforts have been underway for at least two years to change this
specification. The group responsible for this specification has
addressed the asbestos problem. However, the revision to the
standard Is being held up due to other parts of the. spec IfIca-
tlon which are In question. What all this means Is that the
standard society recognizes that they must change from requiring
asbestos, however, the overall standard. Is being held from
revision due to other questions concerning pressure vesse1
containing material's.

The plumbing valves In Augusta were next on our list. Due to the fact that only one packing Is Involved, the testing on this particular packing has been completed prior to the pressure rated as mentioned above. At'thls time we have Identified one asbestos-free material suitable for the Intended service of the plumbing valves. However, the cost of this compound Is greater than the existing asbestos style packing. Therefore, we will continue to search for a more cost-effective asbestos-free packing material for plumbing valves.
The only remaining valve which contains an asbestos packing
would be the 580 style ball valves. We have In our test lab
samples of asbestos-free style packings. These tests have been
awaiting the ,comp1 et I on of both the plumbing valve and pressure
rated valve*packing tests. As testers become available, these
tests will be started. It should be known, however, that we do
have a. alternative for asbestos-free packing for ball valves.
We can supply either virgin TFE or glass reinforced TFE In our
580 ball valves upon request should there be a need for asbes
tos-free packing.
