At approximately 2:45 a.m. May 17, 1983, the vinyl chloride fixed point monitoring system initiated an alarm in the control room and indicated an exposure level of approximately ten parts per mill ion at number two sample point located between S-207 A&B. Per VCM plant safety procedures, the Shift Supervisor (Ken Cash) and the Outside Operator (Ivory Alexander) entered Block I to investigate the source of the monitor reading. Liquid
caustic was discovered leaking from a small hole in a one inch sight glass line off the bottom of a vinyl chloride caustic dryer - S-207B.
Both men returned to the control room to secure protective equipment and full face positive pressure respirators. Mr. Cash requested that the con
trol board operator notify the Process Superintendent (Mike Ashby) and the Safety Director (Steve Ashby) of the leakage. Mr. Cash and the Outside Operator then returned to the unit to stop the leakage.
S-207B was isolated and the internal liquid was emptied to the process. Upon completion of this step, S-207B was vented to the incinerator unit
to reduce the pressure. After venting S-207B to the incinerator the leak was stopped using gasket material and a "C" clamp. Permanent repairs were completed by 8:30 a.m. May 17, 1983.
Water spray from the plant fire water system was employed to isolate any
vapors to the immediate leak area. Area monitoring surveys were conducted during the leak control operation with a Bacharach TLV portable monitor to assure that personnel were not exposed to vinyl chloride above the permissible limit.
This occurance did not create an emergency situation or result in employee exposure to vinyl chloride, above the permissible limit, and is not con
sidered reportable under the requirements of OSHA 1910.1071-Vinyl Chloride Standard.
