While state drinking water programs have the primary responsibility for overseeing water systems and monitoring their ability to provide potable water in the case of drought, EPA actively monitors the U.S. Drought Monitor (http://droughtmonitor.unl.edu/) and provides resources to help water utilities become more resilient to drought including developing the Drought Response and Recovery Guide for Water Utilities and offering multiple drought and water loss workshops on a yearly basis.

I am admittedly in the early going, but at least half of the piece will be on what happened in Cape Town to bring them to this point, how they're try ing to conserve water now, and hopefully how they might change course to avoid falling into this trap again.

But I'm also looking at Montana, which I think has some concerns about drought and could be a potential domestic Day Zero. What's interesting of course is that Montana is as different from Cape Town as you get in terms of population density and rate of development. It says to me that what's going on in Cape Town isn't something to ignore at home. From you, I'd love to know if there are other cities or regions that the EPA is keeping an eye on in terms of a potential Day Zero and what the EPA is doing as an organization to prevent catastrophic drought.
