FEDERAL LEGISLATION
Dr. Nale reviewed for the Committee the latest proposal for regulations under the Federal Hazardous Substances Labeling Act being considered by the CSMA Precautionary Labeling Committee. Copies of the latest proposal have not as yet been sent to Inter association members since they are still being considered by the CSMA Labeling Committee.
The Secretary was requested to send out to all LAPI Com mittee members copies of the minutes of the two inter-association meetings which were held during the fall in Wilmington and New York. The Secretary also was asked to contact Mr. Rankin of FDA to learn the current status of proposed regulations under the Federal Hazardous Substances Labeling Act.
It was-agreed .that-it would be desirable for LAPI-Committee members who are on the CSMA Precautionary Labeling Committee to keep LAPI advised of developments and to urge that these matters be cleared by the Inter-industry Committee before they are sent to FDA.

If this subcommittee reports in time, it would then be possible to include the label in the next edition. The Chairman appointed Mr. Mooney as chairman of the subcommittee with Ralph Troup and Dr. French as members.
(9) BARIUM NITRATE

It was agreed that a label for this chemical would also be considered by the BARIUM CHLORIDE Committee. A letter ballot will be sent out for both BARIUM CHLORIDE and BARIUM NITRATE.
(10) BENZENE (BENZOL)
(page 12)
The Committee next considered the label for BENZENE and it was pointed out that a label for this chemical had been ap proved at the September 20-22, 1960 meeting. However, it was agreed that First Aid measures would not be part of the label for inclusion in the revised Manual.
The Committee considered the First Aid measure for the Safety Data Sheet and agreed that it should read as follows:
"If swallowed: If conscious, make patient vomit immediately (finger down throat or give warm mustard water or salt water freely)."

BENZIDINE and BENZIDINE SULPHATE

The Committee decided that a label for BENZIDINE should be deleted from the revised label, but that a label for BENZIDINE

SULPHATE should be inserted in the Manual. The reason for this action was that BENZIDINE is not an article of commerce, whereas BENZIDINE SULPHATE is such an article.
Dr. Ebersole was appointed by the Chairman to draft a label for BENZIDINE SULPHATE. This will be sent to the Committee for approval by letter ballot.

It was pointed out that at the May 3-4, 1960 meeting, a label for BENZOYL PEROXIDE had been approved. It was agreed that this label should be included in the revised Manual. The label as approved appears on pages L-322 and L-323 of the minutes.

The Committee decided that the standard contact statement should be used. Thus, the label for BENZYL CHLORIDE would read as follows:

Dr. Shaffer agreed to consider labels for the CYANIDES label and to send his recommendations to the Secretary for dis tribution to the Committee and approval of the Labels by letter ballot.

The Committee agreed that the precautionary measures reading "Avoid breathing air containing this gas" and "Avoid contact with skin or eyes" should be changed to read, "Do not breathe air containing this gas" and "Do not get in eyes or on skin."

At the last Committee meeting, Mr. Dallas Sparre was ap pointed Chairman with Messrs. Gormally, Hogan and Mooney as members to review the three HYDROGEN PEROXIDE labels.
It was agreed that in the label for HYDROGEN PEROXIDE, 7.4% the "etc." should be changed to read "and organic materials."
It was also agreed that in the label for HYDROGEN PEROXIDE (stronger than 7.4% but not exceeding 52%) the contact statement should be amended to add "skin or eyes." Thus, it would read "In case of contact immediately flush skin or eyes with plenty of water for at least 15 minutes; for eyes, get medical attention; remove and wash clothing at once."

This latter state ment concerning grounding was deleted sincesuch a statement will now appear in the Container Handling and Storage recommendations.
It was also agreed to add to the end of the label the statement, "MCA Chemical Safety Data Sheet, SD-75, available."
These actions were approved by a vote of 10 to 4.

The Committee next considered the present introduction to Part III of Manual L-l and agreed to the following changes;

(5) On page 80, in the third paragraph, third and eleventh lines, the word "warnings" was changed to "statements.

(7) On page 81, at the end of te first incomplete para graph, it was agreed to insert the first sentence of the footnote from page 82.
(8) On page 81, in the first incomplete paragraph, second and third lines, the phrase "in general" was deleted.
(9) On page 81, in the second full paragraph, second, third and fourth lines, now reading "Any one of the signal words "DANGER," "WARNING" or "CAUTION" may be applicable even when a product is poisonous." was changed.to read: "One of the signal words 'DANGER' or 'WARNING* will be applicable when a product is poisonous."
