PPG Industries, Inc., (PPG) is inviting bids for the performance of plant inspections and risk assessments at eight PPG facilities to satisfy a condition of obtaining Environmental Impairment Liability insurance. The work is described on the attachment and will need to be performed during October - November of this year. Responses are requested by September 30, 1983.
If you are interested in bidding on this work, please provide information on your experience in this type of inspection/assessment, your approach to making risk assessments, as well as staff qualifications and fee schedules. Please note that the firm selected will be required to enter into agreements to maintain confidentiality of information and to return all copies of reports prepared to PPG.

Request for Proposal for Performance of Eight Plant Inspections and Risk Assessments for PPG Industries, Inc.
Objectives
PPG Industries, Inc. (PPG) obtained Environmental Impairment Liability (EIL) insurance on August 1, 1983. The carrier requires that plant inspections and risk assessments be performed at eight of PPG's manufacturing facilities within four months of issuance of the policy. This contract is for the performance of that work, under the direction of the Environmental Law Section of the Law Department.
Scope of Work
Environmental Impairment Liability insurance provides coverage for certain claims resulting from non-sudden/gradual incidents of environ mental pollution. As a condition of the policy, PPG's insurer requires that a number of PPG manufacturing facilities be inspected and that an assessment of the risk of incidents that may result in a legal liability claim be prepared.
The contractor shall provide all labor, materials, and services to perform inspections and risk assessments for the PPG facilities at the following locations:

The Crestline plant manufactures automotive and industrial glass.

The Barberton plant is a large chemical complex which manufactures chlor-alkalies, silica products, herbicides, polymerization initiators, CR-39 monomer, and calcium hypochlorite.

3. PPG Industries, Inc. Gulf States Rd. P.O. Box 3785 Beaumont, Texas 77704
The Beaumont chemical plant produces ethylene glycol and ethylene oxide, and formerly produced lead antiknock additives.
4. PPG Industries, Inc. Columbia Southern Road Box 1000 Lake Charles, LA 70602
The Lake Charles plant is a very large chemical manufacturing complex. It produces chlor-alkalies, chlorinated solvents, silica products, vinyl chloride monomer, vinylidene chloride, ethyl chloride, ethylene dichloride, hydrogen, and muriatic acid.

The Natrium chemical plant produces chlor-alkalies, chlorinated ben zenes, sulfur chemicals, ammonia, and muriatic acid.

The Jacksonville plant is a small facility which manufactures printing inks.

This is another small ink manufacturing plant.

The Circleville facility is a medium-sized plant manufacturing resins.

The contractor will also be required to enter a confidentiality agreement to ensure that the information obtained in the course of the inspections and assessments is maintained as confidential by all contractor personnel involved. All copies of inspection reports and assessments will be provided to PPG Industries, Inc., at the conclusion of the contract.
Contract Administration and Supervision
The contract will be administered for PPG by Paul King. Repre sentatives of the Environmental Affairs staff of the affected Division or plant will accompany the contractor on the inspections and participate in any meetings required to prepare the assessments.
