1 . High contingency (based on speculative estimate) was not required reduced by $17M.
2. Elimination of need for $2M project reserve.
The remaining contingency is $3M (10% of estimate to complete) and the unallocated reserve has been eliminated because it is not needed.
Engineering is 80% complete.
Construction is 80% complete.
Completion is scheduled for July, 1974.
