APDES Permit/Statewide Oil and Gas Pipelines

Notice of the Department of Environmental Conservation announces the availability of a proposed Alaska Pollutant Discharge Elimination System (APDES) final general permit to authorize discharges of pollutants from facilities and activities related to oil and gas pipeline construction and operations into freshwaters or to dispose onto lands. The permit authorizes discharges of drilling fluids and drill cuttings, domestic wastewater, stormwater and secondary containment. The permit also addresses gravel pit dewatering, excavation dewatering and hydrostatic testing mobile spill response. In addition, the permit authorizes a 500-foot chronic mixing zone for turbidity and residues from inadvertent releases of drilling fluids and drill cuttings, gravel pit dewatering and excavation dewatering discharges. The permit will supersede an expired APDES individual permit for Alyeska Pipeline Services Co. Comments are due June 7, 2017. Notice of the Department of Licensing and Regulatory Affairs, Director's Office, announces a correction to a March 1, 2017, final rule that adopted regulations under MAC 325.59001, .59005, .59010, .59012 and .59015 concerning occupational exposures to respirable crystalline silica (Part 590). The rule incorporates by reference March 25, 2016, federal standards for respirable crystalline silica under 29 CFR 1910 and 1926, including standards that address ventilation

control, respiratory protection, employee medical records and trade secrets, hazard communication and silica in construction. The rule also sets forth an action level of 25 micrograms per cubic meter of air as an eight-hour time-weighted average and specifies that the standard does not apply when employers have objective data demonstrating that employee exposure will remain below the action level. Ohio HAZARDOUS WASTE MANAGEMENT
Proposed rule of the Ohio EPA, Division of Air Pollution Control, rescinds regulations under OAC 3745-75-01 through -105-06 (nonconsecutive) regarding infectious waste incinerators and pathological waste incinerators. The rule removes provisions addressing emission limits, design parameters, operating restrictions, monitoring requirements, recordkeeping and inspections, and compliance.
