A mailing label for the New Orleans Corps of Engineers' office is also attached along with a check (No. 1520) for one hundred dollars for the permit fee.
We have, discussed the confidentiality problem with the Plant Manager and he agrees that no confidential data is included with this permit, so no changes-, should be required. If you feel dif ferently, please contact Mr. D.O. Popovac prior to filing the permit application.

I would suggest that the-final mailing to the Corps of Engineers be

VCM PLANT CONTINENTAL OIL COMPANY

The following implementation schedule was presented to the Louisi ana Stream Control Commission on December 16, 1970 and is referred to in their letter of certification. The changes listed were not re quested by the Commission specifically but are part of the VCM Plant's water quality improvement program.

The first stage of implementation includes a steam distillation recovery system for removing 1,2 dichloroethane from the most contami nated portion of the plant's waste water. This stage of the implemen tation schedule was expected to be operational by January 1971, but due to corrosion problems and a plant disaster (a major fire in Dec ember 1970) this system will probably actually start up late in July 1971.
The second stage of implementation includes a secondary waste water treatment system for the entire plant effluent stream. This system will be an extended aeration, activated sludge system of over 5 days residence time and will include a final clarifier and an an aerobic sludge digestion and settling pond. Flow, temperature, pH and dissolved oxygen of the final effluent will be recorded as part of this project. A pH control system will also be included in this project. The second stage was hoped to be operational by August 1971, but the previously mentioned fire plus construction delays will delay Startup until January 1972. All construction contracts for the second stage have been let and construction has been started.
When this project is complete, it is believed that the VCM Plant's water effluent will comply with all present state effluent quality regulations, present state laws require secondary.treatment or its equivalent, not later than December 31, 1972.

Reference is made to your letter dated May 19, 1971, requesting State Certification from this agency.
Our records indicate that your waste discharge permit and treatment facilities were approved by the Louisiana Stream Control Commission October 4, 1967, and reviewed and accepted by the Commission on December 16, 1970. The Commission, in approving these facilities, is of the opinion that the discharges will not violate water quality standards of the State of Louisiana. Therefore, in accordance with provisions of Louisiana Revised Statutes of 1950, Title 56, Section 1439(5), Act 628 of the 1970 Loui siana Legislature, this is your letter of Certification from the Commission that your installation complies with Section 21(b) of the Federal Water Quality Improvement Act of 1970.
Enclosed is copy of a public notice to be run'by you, one (1) time,
in the official State journal, THE BATON ROUGE STATE TIMES, at

IMPLEMENTATION SCHEDULE FOR
VCM PLANT CONTINENTAL OIL COMPANY

The following implementation schedule was presented to the Louisi ana Stream Control Commission on December 16, 1970 and is referred to in their letter of certification. The changes listed were not re quested by the Commission specifically but are part of the VCM Plant's water quality improvement program.
The first stage of implementation includes a steam distillation recovery system for removing 1,2 dichloroethane from the most contami nated portion of the plant's waste water. This stage of the implemen tation schedule was expected to be operational by January 1971, but due to corrosion problems and a plant disaster (a major fire in Dec ember 1970) this system will probably actually start up late in July 1971
The second stage of implementation includes a secondary waste water treatment system for the entire plant effluent stream. This system will be an extended aeration, activated sludge system of over 5 days residence time and will include a final clarifier and an an aerobic sludge digestion and settling pond. Flow, temperature, pH and dissolved oxygen of the final effluent will be recorded as part of this project, A pH control system will also be included in this project. The second stage was hoped to be operational by August 1971, but the previously mentioned fire plus construction delays will delay startup until January 1972. All construction contracts for the second stage have been let and construction has been started.
When this project is complete, it is believed that the VCM Plant's water effluent will comply -with all present state effluent quality regulations. Present state laws require secondary treatment or its equivalent, not later than December 31, 1972.

Our records indicate that your waste discharge permit and treatment facilities were approved by the Louisiana Stream Control Commission October 4, 1967, and reviewed and accepted by the Commission on December 16, 1970, The Commission, in approving these facilities, is of the opinion that the discharges will not violate water quality standards of the State of Louisiana. Therefore, in accordance with provisions of Louisiana Revised Statutes of 1950, Title 56, Section 1439(5), Act 628 of the 1970 Louisiana Legislature, this is your letter of Certification from the Commission that your installation complies with Section 21(b) of the Federal Water Quality Improvement Act of 1970.

This represents the best data pre sently available on the VCM Plant's water effluent. A mailing label for the New Orleans Corps of Engineers' office is also attached along with a check (No. 1520) for one hundred dollars for the permit fee.
We have discussed the confidentiality problem with the plant Manager and he agrees that no confidential data is included with this permit, so no changes.should be required. If you feel dif ferently, please contact Mr. D.O. Popovac prior to filing the permit application.

IMPLEMENTATION SCHEDULE FOR
VCM PLANT CONTINENTAL OIL COMPANY
WESTLAKE, LOUISIANA
The following implementation schedule was presented to the Louisi ana Stream Control Commission on December 16, 1970 and is referred to in their letter of certification. The changes listed were not re quested by the Commission specifically but are part of the VCM Plant's water quality improvement program.
The first stage of implementation includes a steam distillation recovery system for removing 1,2 dichloroethane from the most contami nated portion of the plant's waste water. This stage of the implemen tation schedule was expected to be operational by January 1971, but due to corrosion problems and a plant disaster (a major fire in Dec ember 1970) this system will probably actually start up late in July 1971.
The second stage of implementation includes a secondary waste water treatment system for the entire plant effluent stream. This system will be an extended aeration, activated sludge system of over 5 days residence time and will include a final clarifier and an an aerobic sludge digestion and settling pond. Flow, temperature, pH and dissolved oxygen of the final effluent will be recorded as part of this project. A pH control system will also be included in this project. The second stage was hoped to be operational by August 1971, but the previously mentioned fire plus construction delays will delay startup until January 1972, All construction contracts for the second stage have been let and construction has been started.
When this project is complete, it is believed that the VCM Plant's water effluent will comply with all present state effluent quality regulations. Present state laws require secondary treatment or its equivalent, not later than December 31, 1972.

Therefore, in accordance with provisions of Louisiana Revised Statutes of 1950, Title 56, Section 1439(5), Act 628 of the 1970 Louisiana Legislature, this is your letter of Certification from the Commission that your installation complies with Section 21(b) of the Federal Water Quality Improvement Act of 1970

The attached letter and forms should complete all the data requested by the EPA to date. We have stated that this data would be mailed no later than September 1, 1972. Please note that three new parameters have been added to this form, ethylene chlorohydrin, ortho phosphate, and hexavalent chromium. Ethylene chlorohydrin was identified in our effluent after the original form was filed. Hexavalent chromium was added by us to show the low toxicity of our effluent and ortho phosphate was included to satisfy an early EPA requirement.
If this data is acceptable to you, would you.please mail copies to the EPA Dallas office plus the Corps of Engineers in New Orleans. Please send a copy of proof of receipt of this letter'by the Corps of Engineers after you get the receipt.

As requested by the Dallas EPA office, we are sending a revised data sheet (ENG Form 4345-1) to show the results of operation of the plant biological treatment system. Since most of the parameters previously reported have now appreciably changed, we have revised a-11 data in this form. As suggested by the EPA, all maximum and average values are based on a set of at least five tests.
The data primarily represents operations for the past four months since the biological oxidation system has been in operation. The dramatic improvement in effluent water quality is obvious. Graphical analysis of several parameters as a function of time indicate that the system has not as yet reached equilibrium and that further improvements in COD, BOD, TOC, and other variables can be expected. In fact, the most recent analyses show appreciably better results than reported in this form.
Since chromium reduction has been a question in previous meetings, values of hexavalent chromium in the effluent have been reported in addition to the usual total chromium parameter. As can be easily seen by comparison to the original form, the biological treatment system has removed over 70% of the total chromium and reduced hexavalent chromium to an average of 110 ppb.
