Washington, D.C. 20036 DEFINITIONS For this survey, critical terms are defined aa follows* Analytic Methcds* GC/EC: Gas chromatography/elactron capture GC/M5* Gas chromatography/maas spectrometry Equipment Descriptions; e PC3 Transformers* A PCS Transformer is defined by EPA as a transformer containing 500 ppm or more PCS. This definition applies in this survey, HOWEVER, for purposes of reporting, this classification will be divided into tvo parts, with category one defined as transformers containing 40 percent or more PCS, and category two as being those containing less than 40 percent. Transformers containing 40 percent or mors PCS are identified as transformers designed, manufactured to use, filled with PC9 when manufactured (with and without a diluent), and still are so filled, Including transformers which may have been drained and re-filled (or topped off) with their concentrated PCS fluids during maintenance. EFA estimates that 140,000 such trans formers exist, and that these contain 300 million pounds of PCS. Transformers in category tvo (less 40 percent PC3) are essentially mineral oil transformers contaminated with PCS in concentrations above S0Q ppm. Such contamination may have resulted from maintenance procedures or from draining and refilling of a concentrated PCS filled transformer with mineral oil (i.e. retrofilling). It ia believed that these category tvo transformers rarely exceed 10,000 to 20,000 ppa (i.e. one to two percent) PCS, and that the majority have much lower levels of PC3, although still above SOO ppm and therefore included in the EFA definition. PCS Capacitors* All high or low voltage capacitors containing three or core pounds of PCB dielectric fluid. Non-PCS And Contaminated Transformers: All mineral oil transformers owned by the firm which are not Included in the classification of PCS transformers defined above. This would includs transformers which are free of PCB, transformers containing less than 50 ppm PCB, and transformers "contaminated" - with PCS at concentrations of 50 to 499 ppa as defined by EPA rules. e Hydraulic Systems: Common accepted usage of the term applies. Also, any apparatus, equipment item, or device using pressure on a fluid to produce or absorb force or motion, or to transmit energy, where such fluid contains any concentration of PCB. e Heat Transfer System: Common accepted usage of the term applies. Also, any apparatus, equipment item, or device used to exchange heat between two mediums while maintaining' physical separation between the mediums. And where at Least one of the mediums is a fluid containing any concentration of PCS. e Other Equipment: Any other item(s) of equipment the respondent believes should be included in the survey response as a separate item, which contains any concentration of PCB. Examples could inelude electrical switch gear, special transformers serving rectifiers, furnaces, precipitators, etc. Such items as reported will assist CMA in identification of PCB use which perhape should be the subject of a use authorisation or a general exemption under a r.ew EPA PCB rule. CCR 000009442 Fluid Quantity* The quantity of fluid in equipment Items is to be reported as the sum of the equipment volumes expressed in either pounds or gallons of fluid (not both) depending upon how such data is kept in your firm. The quantity of ?C3 will be calculated by RAS based on the volume (in pounds r gallons) and the reported concentration of ?C3 in the fluid.
