WHERE THINGS STAND ON CAPITOL HILL ...
REPUBLICANS looking to find a path forward on a short-term government funding bill and raising the debt ceiling when they come back in September have begun discussing combining the two must-pass pieces of legislation. Both the debt ceiling and government funding bills will need Democrats to pass. They are likely to try to extend the debt ceiling and government funding to December. If they combine them it would allow leadership to try to strike a deal. EXPECT this strategy to inflame conservative members who are unlikely to be appeased by the argument that the real fight is in December.
JUST TO CLEAR THINGS UP - 0MB DIRECTOR MICK MULVANEY told reporters yesterday at a brown-bag lunch that "Steve Mnuchin speaks for the administration when it comes to -- on the debt ceiling. We've heard that out of the President's mouth, and I respect that, in fact that's the right way to do it. I've got budget, Mnuchin's got debt ceiling, and Cohen's got tax ... so there is no infighting within the administration about the debt ceiling."

I explained that in those encounters, the president's children were unfailingly deferential and polite. Long before their father's election, the Trump children enjoyed a stellar reputation among most Manhattan influencers for being hard-working and well raised. They possessed few of the flaws too easily recognizable in other wealthy and well-connected kids. Often, conversations that centered on the boorish behavior of Trump himself would end with someone citing his children as a mitigating factor against whatever severe judgments were being handed down. THE PLAYBOOK INTERVIEW: New Orleans Mayor Mitch Landrieu
Mitch Landrieu, the mayor of New Orleans and president of the United States Conference of Mayors, is trying to sell the importance of mayors in the legislative process. Landrieu, who is wrapping up his last year as mayor of New Orleans, is following in the footsteps of his father, Moon Landrieu, who was himself a New Orleans mayor and president of the conference. The Democrat remains mum about his future plans, but he has been mentioned as a dark horse candidate for higher office once his term expires. "I really don't [have future plans], I haven't had time to think about it that much ... and I intend to finish really, really strong, to make sure I keep my eyes focused on the streets in the city of New Orleans and to make sure the people have my full attention and full commitment. When that's over, I'm going to take a nap."

ON WORKING WITH TRUMP: "This administration is particularly confused about what they want to talk about at any particular time. They have a very hard time staying on message and as a consequence it is hard to respond to. We don't have a set position, we're always ready to work. Whenever they want to find an issue that we have common ground on, and even ones that we disagree on, we're always ready to be engaged. We don't have an ideological bent. We don't have the freedom to do that. We have to work with any president at any time to try to find an answer that works."
ON HOW MAYORS CAN WORK WITH CONGRESS: "Don't wait to bring us in until the last minute when everything looks like it's gone to hell in the handbasket. Talk to us early and we might be able, based on our practical experience, to help you design a better mousetrap on whatever it is you might be talking about. ... We're the ones who build all the projects on time, on task and under budget. We do it much better than the federal government does. But they've got to show up to do that role."
HIS ADVICE FOR WASHINGTON: "Stop being so ideologically bent. Be problem solvers. Be thoughtful, be practical and be bipartisan. Talk to each other and find common-sense solutions to real problems. Protection of the Ozone Layer (Significant New Alternatives Policy). Updated to reflect a determination of acceptability by the Environmental Protection Agency under the agency's Significant New Alternatives Policy (SNAP) program. The EPA uses the SNAP program to identify substitutes for Class I and II substances after the agency determines that alternative substances reduce the overall risk to humans or the environment. The EPA may also restrict the use of substitutes depending upon the risks involved. This particular determination presents the EPA's most recent decision to list as acceptable several substitutes in the refrigeration and light commercial air conditioning sector, as well as the cleaning solvents sector. The determination took effect July 21.

Tennessee (Municipal Solid Waste Landfills). Updated to reflect a final rulemaking by the Tennessee Department of Environment and Conservation concerning construction and operating permits for municipal solid waste (MSW) landfills. The rule exempts from such permitting requirements all MSW landfills with a design capacity of less than 2.5 million megagrams by mass or 2.5 million cubic meters by volume. The rule took effect July 27.

June 22 in accordance with provisions of the 2016 amendments to the TSCA requiring the EPA to issue such guidance and to take draft risk evaluations voluntarily submitted by external parties into consideration in its own risk evaluation process. The guidance covers science standards, data quality considerations, and steps to follow in developing draft risk evaluations. Through this guidance, the EPA aims to ensure that draft risk evaluations achieve the same quality level as risk evaluations developed by the agency itself.

Minnesota (Consumer Protection). Updated to provide an analysis of Minnesota's Toxic Free Kids Act (TFKA), which requires the Minnesota Department of Health (MDH), in consultation with the Minnesota Pollution Control Agency, to create and maintain a chemicals of high concern list and a priority chemicals list. The MDH must review and revise the chemicals of high concern list at least every three years. A "chemical of high concern" designation is based on credible scientific evidence demonstrating that the chemical may cause cancer, genetic damage, or other specified harms. The most recent chemicals of high concern list was published September 7, 2016. The MDH may designate a chemical of high concern as a priority chemical if it has been identified as a high-production volume chemical by the EPA and it meets certain criteria. The priority chemicals list must be updated whenever the MDH designates a new priority chemical. Current priority chemicals include bisphenol A, cadmium, and lead. Exemptions to the TFKA requirements include chemicals in used children's products, medical devices, and priority chemicals used in agricultural production.

New Jersey (Hazard Communication Standard (HCS)). Updated to reflect New Jersey's adoption of hazard communication standards from federal OSHA and to reflect state requirements for employee information and training. The rule became effective June 5.
Ohio (Injury and Illness Reporting and Recordkeeping (OSHA 300 Log)). Updated to remove outdated requirements and to clarify requirements for the maintenance of records.
Water Pollution Control Guide

Primary Drinking Water Regulation General Provisions (General Monitoring and Analysis Provisions). Updated to reflect the addition by the Environmental Protection Agency, effective July 27, 2017, of 17 additional approved alternative testing methods for use in measuring the levels of contaminants in drinking water and determining compliance with national primary drinking water regulations (82 Fed. Reg. 34,861, July 27, 2017).

Illinois (State Revolving Funds). Updated to reflect revisions by the Illinois Environmental Protection Agency of regulations related to the state's wastewater and drinking water revolving fund loan programs. The revisions authorize reduced fixed-rate loans for communities with service populations less than 25,000 that demonstrate financial need, and communities with service populations less than 10,000 that demonstrate specified hardship conditions. The revisions also authorize 30-year loan terms for disadvantaged communities. In addition, the

Indiana (Water Classifications). Updated to reflect the replacement by the Indiana Department of Environmental Management (IDEM) of the exceptional use waters designation with a designation for outstanding state resource waters.
Indiana (Types of Permits). Updated to reflect the transfer of authority to administer the National Pollutant Discharge Elimination System general permitting program from the federal Environmental Protection Agency to IDEM.
Indiana (Stormwater Permits for Construction Activities). Updated to reflect requirements for construction activities disturbing a total of one or more acres of land, or construction activities that disturb less than one acre of land, but that are part of a larger development plan, to be authorized under a stormwater NPDES permit.
