Minutes of Last Meeting - The minutes of the January 19-20, 1971 meeting were approved as distributed. f b. Next Meeting - It was decided to hold the next meeting of the committee September 22-23, 1971 in Washington. 2. PERSONNEL a. Membership - The committee voted unanimously to recom mend to the MCA Board of Directors that C. P. Brush of Koppers Company be appointed a member of the committee. b. Officers - The committee expressed its appreciation to Mr. Philpitt for the competent way in which he managed the affairs of the committee during his term as chairman. G. R. Sido was elected chairman, and A. W. Sheldon vice chairman, for the two-year term starting July 1, 1971 per the minutes of the last meeting. 3. LIAISON ACTIVITIES a. American Congress of Governmental Industrial Hygienists The secretary called the committee's attention to a correction in J. W. Hammond's report which was mailed to the committee May 19This correction states that the TLV Committee of ACGIH, rather than the whole ACGIH, will probably be phased out by next year. b. American National Standards Committee K68 - The secretary reported for Dr. White that no additional information has been received since his last report concerning the revised draft label ing standard for epoxy resins. L-710 c. American Petroleum Institute - The secretary called the committee's attention to J. W. Hammond's report which was mailed to the committee May 19. d. Association of American Pesticide Control Officials Mr. Lore reported on recent AAPCO activities involving labeling. The committee was of the opinion that MCA representation at meetings of the AAPCO Precautionary Labeling Committee and the States-Xndustry Forum would be highly desirable. e. Chemical Industries Association Ltd. - The secretary reported that the minutes of the January 7 meeting of the CIAL Hazardous Chemicals Warning Committee (formerly Marking of Con tainers Committee) were mailed to the committee February 17, that notes of the February 26 meeting of the HCWC Technical Word ing Panel with a representative of the Council of Europe were mailed to the committee March 22, and that minutes of the special March 4 and regular April 23 HCWC meetings have not yet been received. The secretary was requested to obtain the revised list of chemicals for the EEC Directive on Substances which was referred to on page 7 of the minutes of the January 7 HCWC meeting, to ascertain what mixtures are being considered for the Directive on Preparations, and to advise the committee concerning publication of the third edition of the Council of Europe Yellow Book which was referred to in the notes of the February 26 meeting of the HCWC Technical Wording Panel with a representative of the Council of Europe. f. Chemical Specialties Manufacturers Association Mr. Hogan together with Messrs. Lore and McIntyre reported brief ly on two recent meetings of the CSMA Labeling and Regulatory Advisory Committee. g. Compressed Gas Association - The secretary reported that no additional information concerning the proposed common membership on the CGA labeling subcommittee and the MCA Labels and Precautionary Information Committee has been received from CGA. h. European Economic Commission - Mr. Hogan reported that the effective date for the Directive on Substances as amended has again been postponed, this time until January 1, 1972. (See also Minute 3e.) i. Industry Committee on Weights and Measures - The com mittee was of the opinion that MCA representation at meetings L-711 of the ICWM is desirable since states are not bound to accept the model regulations developed by the National Conference on Weights and Measures which provide exemptions for non-consumer packages, and since industry's voice is heard through ICWM. j j Inter-Industry Advisory Committee on Product Information Mr. Hogan reported that there has been no meeting of this group-" ' since the last LAPIC meeting. k. MCA Board of Directors - The chairman stated that he and other committee chairmen reported at the February 9 meeting of the Board Liaison Committee for Environmental Quality and Control. Minutes of this meeting, which include an account of Mr. Philpitfs remarks, were distributed to the affiliated committees. l. MCA Ad Hoc Committee on Chemicals Regulation - The secreta*reported that the minutes of the April 2 9 meeting of this group were" sent to LAPIC and other affiliated committees, that Dr. Shaffer is the LAPIC representative, and that minutes of the May 12 meeting of this group have not yet been received. - m. National- Agricultural-Chemicals Association - The secretary referred to the minutes of the January 19-20, 1971 LAPIC meeting, which stated that the committee felt that cross-member ship involving the Warning and Labeling Subcommittee of the NACA Container Com mittee would be desirable, and reported that he met with Mr. Krausche of the NACA staff on February 4 at which time it developed that the Regulatory Advisory Committee rather than the Warning agd Label ing Subcommittee is^JJaa--NAC^body designated to coordinate labeling with other asjaorrfations. Mr^S-ido agreed to investigate the possibility of effecting a liaisohsvia his company's representative on the Regulatory Advisory Committed-. I n. National Fire Protection Association - Mr. McIntyre reported that there have been no meetings of NFPA groups on which he serves since the last LAPIC meeting. j o. National Paint, Varnish, and Lacguer Association - Mr. Lore reported that a subcommittee of the NPVLA Labeling Committee has made proposals for updating the NPVLA recommended precautionary labels for paints, and that none of these is of particular concern to LAPIC. ( p. States - Dr. Birnbaum gave a brief review of current state bills of interest to the committee, many of which were reported in recent MCA State Legislative Bulletins. L-712 q. U.S. Department of Defense - Mr. Sido distributed copies j the draft Federal Standard No. 313, which is to supersede ^jk-STD 1341A developed by the Navy. He reported that the draft ^es not embrace all the recommendations contained in the MCA getter of February 2 to Mr. Neubauer, and that the MCA recommendat0ns still not adopted have been listed for further consideration connection with Federal Standard No. 313. r. U.S. Department of Labor - The secretary referred to the ^nutes of the January 19-20, 1971 LAPIC meeting where it was feported that the committee discussed what might be done collectively wj_th regard to DOL Material Safety Data Sheets as completed by in dividual companies, and reported that at its May meeting the MCA 0Oard had discussed the problem of data for the same chemical differing from company to company with the conclusion that it would j,e best to avoid a clearing-house activity. No action was taken by the committee. s. U.S. Department of Transportation - Mr. O'Connor referred to the second advance notice re DOT Docket HM-51 "Classification of Certain Hazardous Materials on Basis of Their Health Hazards." MCA comments concerning this--notice-were sent to the five concerned committees April 12. He also referred to the notice re DOT Docket HM-67 "Flash Points of Flammable Liquids." On February 8 the five concerned committees were notified that MCA member companies were almost equally divided between the Tag closed cup and the Tag open cup, and for this reason it did not appear that MCA would be justified in favoring the exclusive use of either method. 4. OTHER ACTIVITIES a. Manual L-l Canvass - Mr. Sheldon reported that draft letters to go to organizations which voted negatively on the question of adoption of the manual by the American National Standards Institute would be sent to the task group for comments within a few days. b. Labels for Soluble Silicates - Mr. Gormally reported there was nothing to put before the committee at this time. c. Labeling for Peroxide-Forming Chemicals - Mr. McIntyre had no report. d. Labeling for Genetic and Tumorogenetic Effects - The com- mittee voted unanimously to prepare label wording for genetic and Itumorogenetic effects of chemicals. A task group is to be assigned. Label for SD-13 (Aqua Ammonia) - The task group was reqye ed to develop this updated label for transmittal to the committee St' prior to the next meeting. ! h. Label for SD-41 (Acetic Acid) - The committee approved an updated label per the printout as slightly modified. | i. Label for SD-42 (Sodium Chlorate) - The committee tabled consideration of this updated label until the next meeting. j.
