Enclosed you will find a copy of the Federal Register from April 9, 1974, and November 22, 1974, According to these documents, supplied air respirators approved under Bureau of Mines Schedule 19B are approved for use until March 31, 1980, if purchased on or before June 30, 1975.
This matter has been discussed with Bob Shoors, Director of the NXOSH Testing Lab in Morgantown, West Virginia. He con curs with the above interpretation that the constant flow airline respirator, full or half facepiece, is approved for use in vinyl chloride atmospheres according to the limits set forth in Section 1910.93q(g)(4)(iii) of the Standard. The constant flow (full or half facepiece) airline respi rator can be used in concentrations up to 1,000 ppm. The approval number of the half facepiece unit we have ordered is BM-19B-36. This approval is dependent on the time parameters that are stated in the previous paragraph.

After receiving a written request for a two year extension of the March 30, 1974. deadline from the Industrial Safety Equipment Association, a trade associa tion of respirator manufacturers, MESA and NIOSH decided to conduct a public
manufactured pursuant to a quality con trol plan approved under Part 11 will be approved for such use. except that if a respirator is purchased on or before Sep tember 30, 1974. and at the time of pur chase was approved under a Bureau of Mines respirator approval schedule. It shall be approved for use until the dates specified in $ 11.2(b). Finally, the amend ments provide that after March 31. 1973. only respirators approved under Part 11 will be approved for use except that If a respirator Is purchased on or before March 31. 1975 and at the time of pur chase was approved under a Bureau of Mines respirator approval schedule and manufactured pursuant to a quality con trol plan approved under Part 11, it shall bo approved for use until the dates speci fied in 5 11.2(c). The plants have been alerted over the last two weeks of the situation that may be facing them with regard to the replace ment canister supply come April 1975. The current order of replacement canisters is for 2,550--Oklahoma City, includes pilot plant (2,040)? Lake Charles (350); and Aberdeen (160).
Currently Scott/Acme have an approved air purifying canister that is good in concentrations up to 25 ppm for four hours. The canister does not have a windowcator which is used to indicate vinyl chloride breakthrough. This means that, once the seal is broken, the canister has to be replaced in four hours or at the end of the shift, whichever occurs first. At the present time, there is not an approved windowcator canister on the market for use in vinyl chloride atmospheres, although both Scott/Acme and Mine Safety Appliances (MSA) should have one submitted to NIOSH shortly.
The canisters without windowcators are approved for use until December 31, 1975. The test for vinyl chloride breakthrough of both the canisters with and without a windowcator is for a six-hour period with a 25 ppm vinyl chloride stream. With the subsequent approval of a windowcator canister, it is very possible that one canister of this type would suffice for a full eight-hour shift.
The problem area is that, if we gear our replacement canister supply assuming that very few employees will choose to wear respiratory protection below the 25 ppm level, we may be caught in a bind if a large number of employees request the protection and we cannot supply the equipment. This type of situation might, in fact, lead to a work stoppage. However, if canisters cannot be supplied, we do have the option of making a higher class of respiratory protection available (ie, Scott Presur Pak or Airline respirator).

An alternate approach to this matter would be to order enough canisters to supply each person two four-hour windowcatorless canisters per day. Assuming only hourly employees, this would mean approximately 4,000 canisters per week at a cost of $40,000. Remembering that the canisters without windowcators will have to be used prior to December 31, 1975, this approach creates a problem if we have in the plants greater than a week's supply and are 180 degrees out of phase#with very few employees requesting the use of these canisters. This 4,000 figure does appear to be a safe amount because, if spread over the last nine months of 1975, usage would only have to be at the rate of five per day in each plant.
Another and possibly middle ground approach is to poll the employees to find out what type of response we can expect for these gas mask canister units. I am not suggesting that we pass out the waiver forms for signing nor am I suggesting we take a handcount at this time. However, I do suggest the preApril showing of the VCM exposure training slide presen tation to familiarize the employee with the status of the problem and the respiratory equipment available. After a day or two for the employees to think about the presenta tion, an inquiry as to how many are going to want to use the respiratory protection below 25 ppm would help construct a truer picture of what our replacement canister needs are.

Enclosed is an update of the respirator order. This new list replaces the one enclosed with my letter of December 19, 1974, and reflects the following changes:
1. Lake Charles' desire to include some Presur-Pak Ila units.
2. Addition of four spare Presur-Pak Ila cylinders for Aber deen.
3. Aberdeen's increase in the Pressure Demand Ska Pak units and Lake Charles inclusion of same.
4. Nomenclature of the constant flow half facepiece respirator to specify the No. 26025 harness.
5. Oklahoma City's desire to use the back-mounted canister gas mask.
The delivery dates I have received at this time are as follows:
Oklahoma City--Presur Pak Ila units and the gas mask units with 100 canisters will be in the plant by the end of February. Guardian Safety of Tulsa will store 200 replacement canisters for us in their warehouse and deliver 100 every three weeks after April 1, 1975. The No. 800448 constant flow half facepiece respirator will not be delivered until the end of March.
Aberdeen and Lake Charles--The Presur Pak Ila units, wall cases, and No. 800448 units will be shipped this week. The canister gas mask units and replacement canisters will be delivered near the end of February. No revised date has been given for delivery of the Pressure Demand Ska Paks.

Some concern was expressed on the quick availability of re placement canisters, should we deem it necessary by either speculation or actual demand. The Scott factory representa tive, M. H. Harrell, Jr., realizes that our initial order is for a minimal supply and that, once the Standard is put into effect, the demand might be increased. He has stated that, since we were one of the first companies to place an order, Scott would not let our supply of canisters be depleted. However, the plants should advise me of any increase in demand as soon as possible.
I will keep you advised as to any more changes. If there are any questions, do not hesitate to call.
