Enclosed is W.C. Holbrook's proposed simplified method for calculating the numbers used to determine the winners of the VI Environmental Awards. As previously agreed, this item will be on the agenda of the September 25 meeting. With this in mind, please review the proposal prior to the meeting.

Dear Meredith:
At the last Vinyl Institute HS&E Committee meeting, I volunteered to propose a simplified method for determining VI environmental award recipients. Accordingly, I propose the following formula for Committee consideration at our September meeting:
Score = 100 - A - B - C - 10D
Where
A = The number of RVCM daily average exceedances
B = The number of ROL exceedances
C = The number of vent control device 3 hour average exceedances
D = The number of emergency releases (relief valve, rupture disc, manual vent)
This formula fits both PVC and EDC/VCM plants. It is simple and does not require other accounting associated with our current percentage determination formula.
