The purposes of Emergency Response are: to advise or assist in handling distribution emergencies so as to minimize their effects, and to help prevent E/R incidents through determining incident causes and initiating corrective action. The purpose of this publication is to provide guidelines for establishing and operating Dow's E/R system. Questions concerning Dow's E/R System should be directed to an E/R Coordinator or to: Reid Distribution Dow Chemical CJ.SA 2030 Willard H. Dow Center Midland, Ml 48674 The Dow Chemical Company Management recognizes the necessity for emergency response and has designated Distribution Emergency Response as part of the minimum requirements for Dow Safety and Loss Prevention. E/R is seen not only as an important aspect of good product stewardship but also as a primary means toward protecting the public safety. Dow Location and Gnit Managers have direct responsibility for ensuring that an E/R plan covers each shipping point They are also responsible for assigning an Emergency Response Coordinator and to provide the system and tools needed to carry out an Emergency Response plan. CTL016798 e,r$r *- v* KEY E/R PERSONNEL The E/R Coordinator is responsible for formulating plans to meet the require ments of this guide and for ensuring that incidents are handled properly. The Coordinator and assigned alternates should know: the methods for taking action which may be necessary to handle an emergency: the groups who may be needed for technical assistance, and the public agencies and regulatory bodies which may have to be notified of an incident Coordinators should be experienced personnel who are capable of managing the E/R plan and of making sound judgments under emergency conditions. Their primary consideration should be to ensure that each incident is handled safely so as to minimize its impact on people, the environment and surrounding property. The cause of each incident should be determined and the coordinator should initiate appropriate action toward preventing a recurrence. The coordinator should assure that alternates and other personnel who are involved in the system recognize the E/R requirements and are trained to perform those functions necessary for handling incidents. The coordinator should also assure that adequate resources are available for handling emergencies. i I t E/R Phone Personnel should be trained in handling emergency calls. They must remain calm and obtain as much key information on the incident as possible. They must then contact appropriate Dow personnel quickly and relay this information to them for response. E/R phone personnel have four basic responsibilities: to obtain full information on each emergency during the initial call; to provide immediate response information from the Dow Emergency Response Information files. to relay full information to the knowledgeable Dow contact and/or E/R Coordinator without delay. to avoid any statements or discussion of liability or responsibility. CTL016799 4 Knowledgeable Dow Contacts should be either trained production or trained technical personnel. These contacts are primarily responsible for handling the product-related aspects of the emergency. They should be familiar with the products and transportation equipment involved. Knowledgeable contacts should have preplanned emergency response procedures to handle and properly dispose of their products. Whether to provide telephone advice only, or on scene advice/assist ance, is a decision to be made jointly by the E/R Coordinator and the knowledgeable contact Communication Coordinators should accompany all E/R Teams to an incident scene. These individuals are responsible for communicating the true nature of the incident through the media to local residents, contacting and updating Dow management, product departments, and media relations personnel (see Appendix D). In addition, they will document the scene with photos and reports of media, regulatory agency and other notable visitors to the scene. Their involvement at the scene allows the E/R Coordinator and Knowledgeable Dow Contact to concentrate on the resolution of the incident These team members should be thoroughly trained in the special areas likely to be encountered during an incident Training should include safe methods of field repair and product transfer, use of various personal protective equipment and methods for performing emergency operations. Hands-on workshops in these areas and on-scene experience under the guidance of knowledgeable personnel are recommended. Medical Personnel are responsible to respond to inquiries concerning exposures or injuries involving Dow products. If warranted, contact should be made between them and medical personnel at the scene to enable rapid transmission-of medical advice. CTL0l68Q E/R Teams may consist of three or more persons assigned to provide on-scene advice/assistance at an emergency. Team size and composition will depend on the types of problems likely to be encountered in each specific incident The team's primary responsibility is to advise the emergency personnel handling the incident rather than to handle the emergency operations themselves. Various types of expertise may be required, such as knowledge of: Product Safe product handling methods Transportation equipment and operations Spill control Trace analysis Health and environmental effects Media interests and practices Internal communication networks Technical Support in handling Emergency incidents may be provided by a variety of functions including; analytical, distribution, environmental, industrial hygiene, legal, medical, production, public relations, purchasing, reactive chemicals, safety, toxicology and waste control. Such support is available and should be requested whenever it can provide a significant contribution. E/R TOOLS An E/R Phone Number shall be provided by each Dow Division to provide assistance or emergencies concerning its products. These phones shall be manned twenty-four hours per day, seven days per week. VTLOl E/R Information Files shall be main tained by the E7R Coordinator. These files should include: E/R Information data for Dow products. Product vs. Manufacturing Fbint Listing. Call lists for knowledgeable contacts, Public Relations (Communication Coordinators) personnel, contacts for departments which need to be notified of incidents and contacts for technical support Contact lists issued by Dow CJ.SA covering: Aircraft personnel Attorneys E/R Coordinators -- worldwide Experimental products Field Service Representatives Product information contacts Public Relations Radioactivity Water Spill Manual E/R Kit equipment is the responsibility of the E/R Coordinator. Kits should be kept in portable cases which can be taken aboard aircraft They should include container repair materials, those tools likely to be needed in transportation emergencies and personal protective equipment Use should be limited to emergency response. Any used or damaged materials or tools should be replaced immediately after use. (See kit suggestions in Appendix D) Special kits are required for certain products or types of equipment, e.g., chlorine repair kits and trace analysis kits. The E/R Coordinator and knowl edgeable contacts should identify the need for these special kits and assure that they are maintained for E/R use. Salvage Drums are stocked by Dow at various geographic locations. They are available in various sizes up to 85 gallons for use in overpacking leaking or damaged bags, cans, pails or drums. In addition, Dow belongs to a salvage drum cooperative that is coordinated by CMA. Drums are available from many non-Dow loactions. The E/R coordinator has this list of drum locations. CTL016802 7 E/R .TRAINING" Emergency response training is essential. Separate programs are needed to: cover specific responsibilities and activities of key E/R personnel and E/R teams, and provide general information to keep Dow groups aware of the E/R System. Training activities should be established by Coordinators. E/R OPERATIONS* E/R Calls E/R calls may be received from CHEMTREC or from a source in contact with the emergency scene. In either case, full information shall be obtained about the emergency. Special attention must be given to the name and phone number of the person who originally reported the incident so that follow-up advice can be given. An idea of the various types of information which may be needed can be found in the E/R Call Report (Appendix A). It is recommended that this or a similar form be used during an incoming call to ensure complete information. When a call is received from CHEMTREC, it will normally be concerned with an actual chemical emergency. For other calls, the information received shall be evaluated to determine if there is an actual emergency in progress. If there is no present emergency situation, the caller shall be placed in contact with the person designated on the product information contact list if there is an emergency in progress, the applicable information from the E/R Information data (Appendix C) for the product(s) involved shall be given as an immediate response to callers. In any case, no statements shall be made nor discussion held concerning liability or responsibility in relation to the incident Whenever an emergency is in progress, the knowledgeable Dow contact and/or the E/R Coordinator shall be contacted and given the information on the incident. In case of personal injury involving chemicals or exposure of persons to chemicals, the Dow Medical Department should be called. CTL016803 `This section describes the Dow (J.SA E/R System. Minor modifications may be made to adapt it to other Dow areas. After evaluation of the Information provided, the proper Dow representative shall call the person who originally reported the incident, request additional information if needed, and advise that person as to how to handle the incident with a minimum amount of exposure to emergency personnel, the public, the environment and property. In handling the incident, it is recommended that the knowledgeable Dow contact and/or Coordinator use the Product-Specific Emergency Response Information as a guide. Due consideration shall be given to evacuation requirements for spills, leaks or fires as they relate to the incident Technical assistance should be requested from those Dow groups which can provide a significant contribution toward handling the incident It is recommended that a form, such as the E/R Action Report (Exhibit B) be used by the knowledgeable contact or E/R Coordinator in receiving information. This form can serve as a check list for information given and as a report for documenting the call and response. An E/R team may need to respond to the incident scene. If so, the knowledgeable contact and E/R Coordinator shall decide the extent of the response and the team composition. Dow or charter aircraft are available at all locations for use to speed response to a scene. If the decision is made to dispatch an Emergency Team, the E/R Coordinator shall advise Legal, Insurance, G.S. Area E/R, Safety and Loss Prevention and Public Relations groups by phone as soon as possible. Those emergency kits and tools required for repair and personal protection, together with any special product equipment, should be taken with the team. Where commercial aircraft are used, self-contained breathing equipment tanks may present a problem. If so, arrangements should be made to secure this type of equipment at the scene. (The tanks can be bled down and refilled at the destination, if necessary.) The E/R Team's primary purpose is to provide on scene advice for handling the incident safely with minimal exposure to persons, the environment and property. Where investigation of an incident is warranted, Dow Legal or Insurance will make the necessary arrangements. The Communication Coordinator should monitor, when possible, local media reports for accuracy and up-to-date content Corrections and input concerning resolution or the emergency nature of the incident should be offered as soon as possible. Copies of media reports should be retained for review. The Emergency Team shall make no statements whatsoever regarding responsibil ity, if any, for the emergency. The names and addresses of officials in charge at the scene, such as fire and police officers, shall be obtained. Any official reports of the incident, which may be available from outside sources, such as earner inspectors, public agencies or regulatory bodies, should be requested. Copies of press releases or reports should also be I obtained if possible. CTL016804 9 Notification In case of potential or actual personal injuries or exposures, environmental effects or property damage, the Coordinator shall notify Medical, Insurance, Legal, Public Relations, Safety, Environmental Quality and (IS. Area E/R promptly. The knowledgeable Dow contact shall send a written report of the emergency call to the Coordinator, Insurance, Safety and Loss Prevention, Legal and Public Relations. Reports to various Federal and State regulatory agencies may be necessary. The Emergency Response Coordinator should ensure that such reporting requirements are met. Follow-Up Personnel manning the emergency response phone should be advised of the status of the incident from time-to-time as well as when the emergency has been brought to a conclusion. If a call is not received within a mutually arranged time, the personnel manning the phone shall contact the knowledgeable Dow contact or Coordinator to determine the status of the emergency. Most E/R incidents will be reported to Dow through the CHEMTREC system. When this occurs, the Coordinator should make sure that CHEMTREC is informed of the action taken as soon as practicable. This notification is particularly important when the incident is one in which an E/R team is sent out or one in which CHEMTREC is likely to receive additional calls. Shipping Coordination or Order Handling and the Field Service Representative (FSR) in the area in which the incident occurred shall be. notified as soon as practical after receipt of the emergency response call. A listing of FSRs by state will be provided for this purpose. The FSR shall notify Marketing and any other FSR who may have the shipment(s) affected by the incident Public Affairs and Media Relations personnel, at the responding division and headquarters, should be apprised of the incident status and resolution as soon as practicable. CTL016805 Reporting The E/R Coordinator shall have each E/R incident documented. Reports should be issued to the Dow groups involved in the emergency and to other groups who may need to work toward prevention. These reports should be reviewed, incident causes determined and preventive action initiated. A summary incident report shall be forwarded to Dow (ISA Field Distribution so that experience for the entire (J.S. can be correlated and significant overall problems identified. In order that this information can be utilized, it should include the types of data shown in Appendix (C). Multilocation Incidents Where several products or more than one shipping point's shipments are involved in an emergency, the E/R Coordinator for the Dow location contacted by the emergency scene shall designate an "in-house" Communi cations Coordinator for the emergency, and will assure that all Dow personnel involved in handling the incident are advised of the designated coordinator. The in-house Coordinator should then be the primary Dow contact with the emergency scene and should relay information from other Dow personnel as needed. When the emergency condition has been terminated, the Communications Coordinator will issure a summary report to the Emergency Response Coordinator and other Dow personnel involved. Marine Incidents A Dow program has been established for those marine shipments which normally occur between Dow Areas. Shipments carry the shipping location E/R phone number and are basically the shipping points responsibility. However, once the shipment passes the sea buoy at destination, the receiving area E/R system has accepted responsi bility for handling E/R incidents. CTL016806 Special Emergency Response Plans Dow may participate in special emergency response plans (e.g., Chlorep, the Agricultural Chemical Pesticide Safety Team Network, and the Vinyl Chloride plan). Each special plan should be consistent with the require ments of this guide. Publication of E/R Phone Numbers FOR CHEMICAL EMERGENCY Spin. Leak, Fire, Exposure or Accident CALL CHEMTREC -o on hght 800-424-9300 The CHEMTREC phone number shall be designated as the chemical emergency phone number and shall be shown prominently on: Bills of lading Dow owned or leased transportation equipment E/R tags attached to all shipping containers which do not have a number on them except LTL (less truckload) shipments. Decals are available for use on transportation equipment and are recommended for this purpose. Additionally, individual Division E/R phone numbers may be utilized on product labels or other safety information. Emergency Procedures Involving NON-DOW PRODUCTS These procedures shall be used only when the emergency call involves non-Dow produced products. Products shipped to or for Dow or shipped by Dow for others: A. Dow personnel shall not discuss responsibility or liability. B. These emergencies should be handled cooperatively with the shipper or customer in a manner consistent with the provisions of this guide. Dow or non-Dow type product -- shipped by other manufacturer: A. Dow pejsonnel shall not discuss responsibility of liability. B. Personnel manning phone: 1. Advise caller to call CHEMTREC 800-424-9300. 2. Advise D'R Coordinator of call. CTL016807 PREVENTION of Distribution Emergencies Although this guide is concerned primarily with handling distribution emergencies, emphasis must be placed on preventing these emergencies. Carrier selection is an important decision in assuring safe transportation. In addition to carrier authority and economics, carrier selection should be based on: Safety Service reliability Availability of equipment suitable for transporting hazardous materials Availability of trained personnel Equipment inspection and maintenance Careful shipment routing can be effective in prevention. Shipments of hazardous materials should be routed to avoid conditions contributing to a high accident frequency. Warehouse and terminal selection should be based on criteria similar to those recommended above and the standards in the Warehouse and Terminal Operating Manual. Cooperative efforts with contractors (carriers, warehouses, terminals, etc.) in establishing and promoting safety are recommended. Dow inspections and audits of distribution equipment, facilities and operations for safety and regulatory compliance are necessary. Incident prevention depends to a great extent on equipment condition, closure of containers (from bottles to barges) and quality of loading. These factors merit special attention in a prevention program. Emergency response cause data should be utilized as an aid in the prevention of incidents, both in safety discussions with contractors and in inspection, audit and improvement of distribution equipment, facilities and methods. REMEMBER... Properly handled, all emergency responses become public relations opportunities. If the incident has been effectively resolved physically, but poorly reported to the community, the net effect is negative. Where good com munication practices have been applied and follow-up completed, the most difficult to resolve incidents have left an attractive, responsible impression with the affected community.
