HOUSE REPUBLICANS are feeling pretty good. Steve Scalise came back to the Capitol in a fairly dramatic and emotional fashion. The GOP tax plan was embraced by all of the party's key constituencies, from outside groups to the House Freedom Caucus. The budget is expected to hit the floor next week, which will be the first step in setting up tax reform. OF COURSE, there are plenty of obstacles ahead - see the stories below for a peek at those. FINGERS ARE CROSSED across the Capitol that President Donald Trump doesn't turn against the tax framework, something that rank-and-file House Republicans are increasingly worried about after he left them high and dry on health care. AROUND THE TAX REFORM HORN ... - MOST EXPERTS DISAGREE WITH THIS: TREASURY SECRETARY STEVEN MNUCHIN on tax reform: "Not only will this tax plan pay for itself, but it will pay down debt" http://on.wsi.com/2hAGFYC - THIS IS A PROBLEM: WSJ'S RICH RUBIN and SIOBHAN HUGHES: "Republican Tax Plan Quickly Hits First Hurdle: GOP lawmakers from high-tax states oppose repealing individual deduction for state and local taxes": "A day after announcing their ambitious tax plan, Republicans debated scaling back one of their largest and most controversial proposals to pay for lower tax rates: repeal of the individual deduction for state and local taxes. "Faced with the potential for defections by House Republicans from high-tax states such as New York and New Jersey, Republicans are exploring ways to satisfy those lawmakers without backing off the lower tax rates they promised. That is a breakdown in line with many economists' views and close to estimates from the nonpartisan Joint Committee on Taxation and Congressional Budget Office. The JCT, which will evaluate tax bills in Congress, estimates that capital bears 75% of the long-run corporate-tax burden, with labor paying the rest. ...
