From: Glenda'flT Owens * Acting Director Subject: Office of Surface Mining Reclamation and Enforcement response to Secretarial Order 3349 In response to the Secretarial Order 3349 request for information on "other actions impacting energy development," the Office of Surface Mining Reclamation and Enforcement (OSMRE) has compiled a list of actions. The list is comprised of actions "that potentially burden the development or utilization of domestically produced energy resources" which, for OSMRE is limited to coal. The word "burden" means to "unnecessarily obstruct, delay, curtail, or otherwise impose significant costs on the siting, permitting, production, utilization, transmission, or delivery of energy resources" (Presidential Executive Order on Promoting Energy Independence and Economic Growth, March 28, 2017).
