Initial Proposal March, 1975 Scope applies to all PVC plants.
Reactors vent 10 ppm. No emergency vents permitted. Opening - 0.001 Lb./lOO Lbs. product. Stripper, tanks and monomer recovery - 10 ppm. Sources after stripper
Product 400 ppm maximum Each batch compliance
Loading and unloading lines - 10 ppm. Pumps - double seals or canned.
Safety valve - rupture disc and gauges. Safety valves to flare, etc. Equipment opening - water purge 10 ppm cone.
Sampling - no vent. Leak detection automatic and manual report all. Process water - 0.00057 Lb./lOO Lbs. Report monthly material balance. Exceptions - none.
Final Standard October, 1976
Scope applies to all PVC plants except research and development equipment smaller than 1,100 gallons.
Reactors vent 10 ppm except relief valve and manual vent for emergencies. Opening - 0.002 Lb./lOO Lbs. product.
