COOUILLETTE OlGCO'l.l You asked if we agreed with Mr. Graf's comment that Construc tion Products Division was doing all it should, commensurate with expenses, in their vermiculite expansion plants in view of the 20 notices of pollution control violations CFD's .problems are particulate, smoke and odor from the hand ling and expanding of vermiculite. Basis review of the entire situation with Mr. Fred Eaton, Project Engineer for their expansion plants, we conclude that CPD's approach to their pollution control problems is reasonable. This approach is briefly: 1. Improved particulate emission controls will not normally * be considered until a citation is issued by local author ities. In this case, subject to management approval, bag filters (or less costly equipment, if possible) will be installed to backup the existing mechanical cyclones. CPD has the technology and experience with particulate removal systems to bring all such plants into compliance with local laws 2 0l66OSj 2. If an old expansion furnace is to be replaced and proper dust controls are nonexistent, CPD will install such con- ~ trols as part of the new facility. This action is considered to be economically wise as eventually all plants will be hit for compliance. 3. For those plants cited for smoke and odor emissions, this ^problem should be completely eliminated early next year by v* changing the flotation reagents used in processing the J /vermiculite ore and replacing the asphalt coating of Or expanded vermiculite with silicone. The smoke results from burning of residues on ore and odor from the asphalt coating operation. 4. CPD cannot afford to add dust controls to all plants at' one time. They plan to tackle their, singly, as they are forced to comply, and buy as much time as possible. Since enforcement of laws varies widely from state to state, this approach makes some sense and appears to be working; 5. - It is plain economics as to whether management decides to continue operations (and put in controls) or shut down. -3- 016606*/ In the information collected for SEC, CPD lists 31 existing andplanned expansion plants. They have 4 others which are jointly owned with Horan. The Moran plants in Texas and Oklahoma operate separate from CPD and arc not reported.v Where CPD stands on the remaining plants is summarized in Table 1. Basis Table 1, 16 more plants might have to install complete furnace control systems and probably some furnaces by 1972. It is highly probable that all plants will be hit as the States tighten up on emission regulations.
