Luminant Coal Plant to Close Despite EPA Easing Haze Rule A Luminant coal-fired power plant in Texas will retire even though the EPA eased emissions rules for it and seven other coal plants in the state. Luminant, a subsidiary of Vistra Energy, will retire its Monticello plant in January 2018, the company said Oct. 6.
