So on page 105, there is language about how programs for the Great Lakes are beneficial. It states that the President "supports cooperative federalism by building State and local capacity to conduct monitoring, while recognizing that the primary responsibility for local ecosystem restoration rests with States and local groups."
Does that mean the funding for the GLRI is recommended to stay at the same level? The EPA budget is suggested to drop again, but I didn't see a specific place that showed what area o f the EPA.

Note: the budget was released after Congress passed the Bipartisan Budget Act. As a result, OMB posted an addendum: https://www.whitehouse.gov/wp-content/uploads/2018/Q2/Addendum-to-the-FY-2019Budget.pdf and EPA was one of only 10 agencies to receive more money after the budget cap deal was reached.

Greetings! I'm writing an article about the Great Lakes Research Initiative funding that was cut from the President's budget. Could I chat with someone at your office today for a few minutes?
Here are a few of the questions I'd like to ask:
1. How does it benefit the average Joe or Jane in the upper Midwest to cut the budget of the GLRI? (Providing an answer for this will help readers understand the rational for balancing the budget this way)
2. What happens to the EPA's collaborative projects that were aided by GLRI money if the budget was cut completely?
3. The budget reminds people that cutting the GLRI will allow the EPA to focus on the "highest national priority" projects. What are those projects?
4. Is the proposed defunding tied to failure of the GLRI to meet goals? Which ones?
