i EVALUATION OF WORKER EXPOSURES TO ASBESTOS DURING INSULATION STRIPPING OPERATIONS AT THE DIPHENYL OXIDE PLANT, 372 BUILDING
Potential exposures of two workers to asbestos fiber were evaluated
during removal of insulation in a phenol storage tank at 372 Building.
Since the men wore respirators, as proposed by the Michigan Division
Safety Standard Committee, the survey was conducted to find out what
their exposure would have been had they not used respiratory pro
tection. Results showed potential exposure to asbestos well within
acceptable levels.

PROBLEM Two men from the maintenance department were involved in removing an asbestos lining from a storage tank outside the Diphenyl Oxide Plant. This survey was conducted as part of a continuing Michigan Division program to determine if the exposure levels encountered by workmen during asbestos handling operations are within the recommended Industrial Hygiene Guides.

CONCLUSIONS & RECOMMENDATIONS 1. Breathing zone samples of two men engaged in stripping
asbestos insulation indicated that even if the men did not wear respirators the TWA exposure would have been well within the present Industrial Hygiene Guide of 2 fibers/cc. ^

2. One area sample was taken with a personal sampler adjusted to breathing zone height and showed asbestos concentrations of 2 fibers/cc. This was well within the allowable peak exposure guide of 10 fibers/cc.
3. Work practices required by the OSHA were being imple mented and should be continued: (a) wetting of asbestos insulation prior to removal, (b) putting stripped

insulation into plastic bags to be sealed for disposal and (c) wearing a respirator during all phases of the operation.
PRESENTATION OF DATA As part of a continuing Michigan Division program to monitor maintenance projects involving potential exposure to asbestos, HER Industrial Hygiene was asked to evaluate worker exposures while removing asbestos insulation from the heating coils of a storage tank at the Diphenyl Oxide Plant, outside 372 Building. Before stripping the insulation the workers hosed the insulation with water to minimize any dust formation and then stripped it from the coils. The stripped insulation was placed in polyethylene bags for disposal and the coils, themselves, hosed down to remove any adhering asbestos fibers. The entire operation took the two men about 30 minutes. The men wore approved dust respirators and did not engage in any other work involving asbestos that day. Three samples were taken. Each worker was equipped with a personal sampler attached to his collar. A 37 mm open filter was used with an MSA battery operated pump at a flowrate of about 2 1pm (liters per minute).. The third sample was an area sample adjusted to represent a peak exposure. It was taken at a higher flow rate than the other

two. A 47 mm open filter was used with a Gast pump at a flow rate of about 25 1pm. The flow rates of the assemblies were checked carefully with a calibrated rotameter and a bubble meter. The volumes of air drawn through each filter were determined by multiplying the flow rate by the sampling time.
The analysis for asbestos fiber was done by the author and checked by H. L. Garrett of the Microscopy Laboratory, 574 Building. A phase contrast microscope was used at 430X magnification. The method for preparing the slides and counting the fibers is described in "The Method Used by the U.S. Public Health Service for Enumeration of Asbestos Dust on Membrane Filters," by G. H. Edwards and J. R. Lynch which appeared in Ann. Occup. Hygiene 14, pages 1-6.
The current Dow IHG (Industrial Hygiene Guide) for asbestos is 2 fibers (of greater than 5 microns in length) per cubic centimeter of air sampled as a TWA (time weighted average) exposure for a seven or eight hour work day and a forty hour work week. The maximum exposure allowable is 10 fibers/cc, providing the eight hour TWA is less than or equal to 2 fibers/cc. In July, 1976, these guides will become the OSHA (Occupational Safety and Health Administration) standard for asbestos. The standard of 2 fibers/cc is,

however, already being reexamined by OSHA with a proposal to lower the standard to 0.5 fiber/cc. The, allowable exposure criteria should be used as guides in the control of hazards and not as a fine line between safe and dangerous concen trations .
Work practice recommendations in handling asbestos are (1) wear a respiratory during all asbestos handling operations and (2) take all precaution to minimize the chances of it becoming airborne. Such steps would include wetting it down before handling and transporting of asbestos in sealed containers.
The asbestos concentration measured in the personal samples was 0.5 and 0.1 fiber/cc and 2.1 fibers/cc in the area sample (see Table 1). The estimated TWA exposure for both workers was less than 0.1 fiber/cc (see Table 2). The peak exposure level of 2 fibers/cc, measured while the workers stripped asbestos from the tank, was well below the acceptable peak of 10 fibers/cc.
