Provided CBI warning to facility The following information was obtained verbally from Mike Francis unless otherwise noted. Process Description: The facility produces three main products: 1) asphalt emulsions; 2) hot pour crack fill; and 3) lubricants. Asphalt is delivered to the facility once a week or every two weeks and is pumped from a truck into one of eight (30,000 gallon) asphalt storage tanks. Asphalt is stored at 200 degrees Fahrenheit. Asphalt, water, and soap are combined in a pressured rotor stator to grind up the asphalt and suspend it in water. This emulsified asphalt is pumped to one of two final product storage tanks (20,000 gallon and 15,000 gallon). The asphalt tanks and final product tanks are located outside of the building. Pure Asphalt also operates an asphalt emulsion process across the street at 3300 W. 31st Place. A small dust collector is used at this plant to control for particulate matter. The hot pour crack fill process is similar to the asphalt emulsion process. Asphalt, water, soap and additional additives are combined in a mixer. The entire process is conducted at a slightly lower temperature. Staff Interview: It was not clear whether the facility had a construction permit or an operating permit. Mike informed the inspectors that Pure Asphalt is conducting annual emissions calculations for its boiler located at 3300 W. 31st Place.
