The application, filed by the Modesto and Turlock irrigation districts concerns the existing Don Pedro dam, reservoir, and spillway; outlet works; a power intake and tunnel; and a powerhouse with an average annual generation of about 550,000 megawatt-hours. The applicants propose to conduct coarse sediment augmentation, provide certain gravel mobilization flows, conduct experimental gravel cleaning, implement a boulder placement program, and contribute $50,000 to assist with the removal of water hyacinth and other non-native flora. The applicants also propose to conduct fall-run Chinook spawning improvement and restoration activities and implement a predator control and suppression program, flow-related measures, and various management plans. The project involves a 131-mile-long pipeline and appurtenant facilities that would provide about 2,000 million cubic feet per day of natural gas to supply a proposed natural gas liquefaction and export project in Jefferson County. The applicant proposes to revise the rate schedules and general terms and conditions to reflect the pro forma tariff for the project. The applicant also proposes to revise the allowance for funds used during construction, the rate for service under the proposed rate schedule enhanced hourly firm transportation, and the precedent agreement between Port Arthur Pipeline and Port Arthur LNG LLC, which was executed in association with the open seasons conducted in November 2016 and in August and September 2017. The project, proposed by Transcontinental Gas Pipe Line Co., of Houston, would expand existing interstate gas transmission and enable Transco to provide an additional 65,000 dekatherms per day of firm transportation service. The project would consist of installing 27,500 of additional horsepower at Transco's Station 303 and replacing a 12-inch diameter header, meter skid, and associated equipment with two six-inch diameter ultrasonic meter skids and associated equipment at the Paterson meter and regulator (M&R) facility. The project also would provide for the installation of a 36-inch-diameter mainline block valve at the Roseland M&R facility and an electric transformer at the Roseland electric substation. The FAA adopts the U.S. Air Force's final environmental impact statement for the modification to existing airspace and the establishment of new airspace in Nevada, Oregon, and Washington to support the Oregon Air National Guard's F-15 training operations and to implement practicable mitigation (82 FR 42803; 09/12/2017). The amended guidance expands the scope of the existing guidance to include the collection of such components, other than source plasma, for use in manufacturing a product, including donations intended as a component of, or used to manufacture, a medical device. The amended guidance also removes the recommendation to ask donors about a history of Chagas disease. In addition, the amended guidance provides a recommendation for a reentry algorithm for donors deferred on the basis of screening test results for antibodies to T. cruzi or on the basis of a positive response to the Chagas screening question. The new Navajo Nation permit would provide coverage to entities that discharge wastewater that is relatively pollutant free, below a specified volume, and/or for a limited time, within the territory.
