It's been a busy week in Washington with the launch of our latest EnergyInnovates videos and the EPA's release of the revised Waters of the United States (WOTUS) definition.

Today, we're excited to share our latest videos about the innovative technology and dynamic team at NET Power, who are changing the way we think about the electric power sector and carbon emissions.
Rodney Allam, a British-born retired chemical engineer, came up with NET Power's unique approach of capturing carbon dioxide and using it directly as a power source. While conventional power plants generate electricity by heating steam, which spins a turbine to generate electricity, NET Power's turbines are spun by pressurized carbon dioxide itself. The system, now known as the Allam cycle, is attractive because it avoids emitting CO2 and other conventional pollutants, making it a truly clean solution.
In order to prove the Allam Cycle design in a real-world setting, NET Power has developed a $150 million demonstration natural gas plant in La Porte, Texas that is completing testing and will soon begin operations as the world's first zero-emissions fossil fuel power plant. Eventually, the company plans to commercialize the technology for deployment around the country, and even the world. Agencies Propose Revised WOTUS Definition
Yesterday, the EPA and U.S. Army Corps of Engineers released a proposed rule revising the definition of WOTUS. This definition sets the scope of federal regulatory authority under the Clean Water Act. Below is Karen Harbert's statement on the new proposal.
Under the new proposed rule, six categories of waters would be considered WOTUS:
1. Traditional navigable waters 2. Tributaries to traditional navigable waters 3. Certain ditches 4. Certain lakes and ponds 5. Impoundments 6. Wetlands adjacent to any of the above
Additionally, the proposal clearly identifies what would not be considered WOTUS, and distinguishes between federal and state waters. Stakeholders will have 60 days to

comment on the proposal following publication in the Federal Register. Additional information, including a fact sheet and the economic analysis, are available here.
