The purpose of the RI was to investigate citizen complaints, Puerto Rico Aqueduct and Sewer Authority complaints, and Conservation Trust of Puerto Rico which allege have observed sewage discharges from the PS flowing into Ceiba Creek. Enclosed, you will find a copy of the RI report which summarizes the deficiencies, violations and concerns found during the RI.
