Asbestos LHC ll Plant/Department Written Asbestos Program Introduction The following written program details the minimum requirements for managing and maintaining asbestos-containing material in an acceptable manner. Inventory Asbestos-containing materials are present in this block in the following forms: List theforms ofmaterials (i.e. gaskets, pipe insulation, Transite, etc.) An inventory of all asbestos containing materials and their respective locations is located in Rpck Gustin's office. The inventorv is maintained current on an informal basis by Ro$k QtJgtin and updated formally everv three vears bv Petrin Corooration. Labeline of asbestos is bv individual eauwment labeling. Gasket Storage/ Cutting Preformed gaskets, sheet gasket material, and packings must be stored in a designated, low traffic, clean, labeled area separate from similar non-asbestos containing material. The gasket storage area for this facility is located in (building no. 4801 l.The storage area must be cleaned with a special vacuum equipped with a HEPA filter at least once per year or more frequently based on usage. The individual responsible for periodically inspecting this area and scheduling vacuuming is Rock Gustin. The gasket fabrication area must be identified and labeled as an "Asbestos Handling Area". The gasket cutting area must be cleaned periodically with a HEPA filter equipped vacuum cleaner. The gasket cutting area for this facility is located in B-4803. The individual resoonsible for oeriodicallv inspecting this area and scheduling vacuuming is Rock Gustin. Inspection Schedule Asbestos containing materials will be insriected annually bv Rock Gustin for signs of deterioration. The inspection will be documented and retained until the next annual insnection. A conv of the latest insoection is located in B-4801. If deterioration is found the material will be repaired or removed. In the event removal is required, the abatement contractor will be contacted for assistance. Removal and disposal will be according to the appropriate procedures as outlined in the LAD Asbestos Guideline. Questions may arise at the time of removal of insulation or at the time of the annual inspection as to whether a particular piece of material contains asbestos or not. If this material has not been analyzed, a sample will be collected and submitted for analysis. All sampling must be done by a properly trained and accredited person. Contact the asbestos abatement contractor to schedule getting the material sampled. Training The OSHA Asbestos Standard, 29 CFR 1926.1101, requires that training be based on the type of work performed. Based on the criteria set forth in the standard the following job classifications in this block may be involved in general maintenance and repair tasks where asbestos may be handled on a small-scale short-duration basis as an occasional or routine part of their jobs. Required asbestos training for persons in this block are outlined below. Respirator Certification Class IV (Janitorial) Type Work "Competent Person" All individuals in the above job classification will be trained before initial assignment and annually thereafter. Employees whose only potential for exposure to asbestos is accidental exposure will be trained on the hazards of asbestos before initial assignment and periodically thereafter. Training will be documented and retained according to record retention guideline. For those jobs that require a respirator, medical approval to wear a respirator and fit testing on the model to be wom will be completed prior to donning the equipment and starting the job. If exposure exceeds the Permissible Exposure Limit (0.1 f/cc), the employee must be fit tested semi-annually and have annual medical examinations. The following job classifications are potentially exposed to asbestos levels greater than 0.1 f/cc as an 8-hur TWA (Listjob classifications)'. ( Procedures: Abatement Plans: The LAD Guidelines for the handling of asbestos materials during the performance of maintenance, demolition, and renovation activities are followed for those types of work performed by Dow personnel in this facility. Asbestos abatement work performed by the contractor is conducted using their written procedures.
