YOUR LETTER OF 9/7/75 & F. A. WALSH DUST COLLECTOR
We arranged for F. A. Walsh, Sr. to visit Denison plant on September 23rd, as requested in your letter of September 4, 1975. Present at'this meeting were F. A. Walsh, Sr. and J. Schwartz Q.f F. A. Walsh & Sons, Inc.; H. T. Brode and R. Batts of Denison plant, and the writer. The outcome of this meeting is detailed in the attached letter to F. A. Walsh & Sons, Inc/, asking for backcharges to the amount of $1,209.90. Many items iwere discussed, including missing drive guards and sheetmetal : that did not fit. It is our opinion that the complaints re ceived from Denison plant were largely justified, and that the 'erection prints received from F. A. Walsh & Sons were not ade quate to erect the dust collector.
We have also requested Mr. F. A. Walsh, Sr. to be present at actual start-up of the new dust collector. This, we feel, is in keeping with the spirit of your letters of 9/4/75 to the writer and your letter of 9/10/75 to L. I. Richards.of Denison plant.
We would like to comment on some of the views taken by Pipe DHQ in your letters of 9/4/75 and 9/10/75. They are as follows:
1. If F. A. Walsh was expected to oversee the installation of
this dust collector, this fact was not communicated to EED
until 9/5/75, at which time it was subsequently arranged.
If at any time it is Pipe DHQ's wish to arrange for con
struction management on a project being handled by EED,
please let us know ahead of time. We can avoid a lot of .
misunderstandings, and also include funds for this type of*
service.

2. We have no disagreement that F.. A. Walsh, Inc. may be doinci. a good maintenance job for selected J-M locations; however,-
, we have requested F. A. Walsh & Sons, Inc. to copy us with all information regarding changes or modifications made or

planned to J-M pollution control equipment. As the plants and EED are the only two locations where information on pollution control equipment is maintained, we would like to keep our files up to date.
3. We have had many dust collector installations where no major problems were experienced after initial start-up. Some have been F. A. Walsh units, most have been other vendors. At this point in time, we do not agree that any vendor is outstandingly good in this respect. ,
4.After personal inspection pf the F. A. Walsh dust collector at Denison plant, the writer does not feel that many of the different features attributed to the Walsh dust collector are necessarily good features. Having been inside this unit, the writer does not feel that the access to bags is any better than many of our other dust collectors. In fact, it appears that it would be harder to maintain. By this it is meant that the center access aisle is not sufficient to place a ladder to change bags, nor is the staggered bag placement amenable .to identifying leakage points.
5. There was a point made in your letter of 9/10/75 to L. I. : Richards that all information had been sent to the Denison plant. We do not agree with this. EED did not receive the dust collector operation and erection manuals until August 12, 1975, on which date they were sent to H. Brode. This was three days before the dust collector arrived at the plant. This is certainly not enough time to review erection draw ings for problems. We had requested.these drawings on April 15, 1975, from the vendor but did not receive then until 18 weeks later, which precluded any sufficient review of the drawings.
We would appreciate hearing your comments on the above.

handling asbestos-cement materials is 2 cu. ft. of air per 1 sq. ft. of cloth
(2:1). This was arrived at through many years of operating experience and
was accepted as a standard by both Environmental Engineering and DHQ
in 1972.

Revisions to the Denison Finishing and Dust systems, completed in early 197**, have resulted in air/cloth ratios of 2.65 and 3.15 for the east and west collectors respectively. These higher air loading are resulting in premature bag failure, excessive maintenance and inability to meet the cleanliness standards for-dust collectors.
It is proposed to make the necessary installations to increase the cloth area by *<,000 sq. ft. and 10,000 sq. ft. in the east and west collectors, respectively. This would bring the air/cloth ratio within the 2:1 standards.

Several of our committed estimates for materials were low on the original request. For example, $3,000 was estimated
fo* ductwork. We were invoiced for $6,900. We have also included funds to install the false roof being supplied by F. A. Walsh & Sons, Inc. for the dust collector.
We have revised our estimates and attached the supplemental appropriation request in the amount of $26,100.

We would appreciate this information as- soon as possible.
We would also like to point out that on April 15, 1975, we specifically requested detail drawings be provided as soon as possible. We received the manuals and drawings, which we maintain are inadequate, on Aug,12, three days before the units were received at Denison plant. We would also like to point out that shipment of this dust collector was six weeks later than' our confirmed purchase order states. Our P.0. #X27-02424 called for shipment by July 1, 1975. On June 19, the writer was informed by you that the units would be shipped on or about July 15. These units were shipped on August 13, 1975. On August 27th, we telexed a complaint regarding problems with the erection, of the unit. This telex mentioned the possibility of a visit to Denison to review the situation. On September 5, 1975, in a meeting with E. J. Mitchell, F. Brandt,yourself, and the writer, it was agreed you should visit the site to inspect the problems mentioned. On September 11th a telex confirming that September 22nd was the earliest date you could be at Denison was sent to you by our F. E. Brandt.
We wish to make the point that almost a month prior to your visit to Denison (8-27 vs. 9-23) J-M had informed F. A. Walsh 5 Sons, Inc. of complaints about erection problems. J-M had no -choice except to make the hest of what we had received, and continued the erection process.
In view of' the problems discussed above, and of what was reviewed at Denison plant, we are submitting backcharges of $1209.90 against-F. A. Walsh 8 Sons, * Inc. Please note that this is far short of the $3125.00 total extra charges discussed at Denison on September 23rd. The $1209.90 amount does not include any time that was required to figure out what we agreed to was in adequate drawings, but includes only that amount of time and material required
to correct and/or install inaccurately machined parts.

You will also note that no oharges were included for difficulties experienced
with the setting of the bag houses on the. structural steel supports. As'
your recommended method of erection is different than that which is standard
for the industry, we choose not to include any charges for our inexperience;
however, in the future, we would like to receive your recommendation on how to set
the unit before the actual installation, not afterwards as, was the case
with this installation. ; ,

We Would also like to confirm our'request for F. A. Walsh Sons, Inc. to `provide start-up services for your unit at some date to be determined. We expect late November to be the target date,.and we will confirm this no later than one week prior to the actual date.

Enlarge Finishing End Dust Collector
Description and reasons for modification. Explain fully.
Under Project P32-7159 $102,000 was estimated to install two new intermittent dust collectors at Denison Finishing End. AR# 026-EC-741 was approved 5-22-74 for this purpose. Project P32-7324 was assigned to EED on 12-5-74 to install one continuous automatic dust collector at Denison Finishing End, with provisions to incorporate a scrap return system to be installed at a later date under another project and appropriation. This.modification serves to change the scope of the original A/R for two intermittent dust collectors to. one larger continuous - automatic dust collector and adds provisions for addition of a scrap return system to be added under another project. Contingency monies will be required to complete this project.

A new baghouse dust collector was to be added to the Finishing End dust collection system to reduce the air/cloth ratio to the Pipe Division standard of 2:1.
The collector was installed as planned.
'Hie new collector will improve dust collection through lowered bag resistance, longer bag life* reduced maintenance, and cleaner exhaust air.

There are insufficient funds remaining in" this AR to-complete the project. To date $98,176 has been spent or committed of the approved $102,000. An additional $18,000 is required to complete the project. The increase in funds is due to material and'labor escalation over the past 17 months.
Work remaining on this project is purchasing and installing . sheetmetal ductwork, installation of screw conVeyors, comple tion of wiring on the continuous automatic dust collector, interconnection wiring of the two existing Wheelabrator col lectors to form a single unit, and removal and resetting of the existing Westinghouse fan from the fan house of the Wheela brator collector to ground level.
No funds had been included in this AR for escalation. We esti mate 1% per month for the life of the project for escalation on most projects. At this rate an additional $20,400 would have been available for expenditure if escalation had been in- eluded.
We have attached the supplemental appropriation request with estimates for this project. Please advise us when the proper approvals have been obtained.
Until the additional funds are approved, we have stopped all work on this project.
