Unibestos fabrication and storage had occurred in this facility. Several t&onths tf intensive cleanup operations preceded the in spection reported here. The inspection was undertaken to ensure that future operations in the building would not^expose occupants to excessive asbestos in air concentrations, asbestos generated by redispersion of dust left over" from Unibestos operations. As will be obvious in photographs appended to this report, all production machinery and equipment in the building have been removed from the premises and buried underground, as Ms all asbestos fiber harvested from cleanup operations. The buii'ding is empty. Floors were sealed with a cement sealer and all supporting structural members were repeatedly hosed and vacuumed. 11, PROCEDURES A. Photographs Photographs of the new and old areas of the building used for Unibestos production are enclosed with this report. Photo graphs were obtained by the author on June 20, 1972. B. Asbestos-in-Air Tests Occupational Safety and Health Administration'sampling procedures for asbestos in asr (Appendix A) were followed to ob tain air samples of 15 minutes duration in selected areas of the facility, as well as outdoors to establish a background concen tration or "blank" sample. Some samples were obtained at breathing level prior to inspection of overhead areas* * Other samples were obtained at breathing level after the author in spected the walls, truss supports, etc. at approximately the fifteen foot level by utilizing a portable scaffold* The jet from an electric recirculating fan (15* diameter blades) which was also . mounted on the scaffold was directed at walls, horizontal surfaces, etc* to resuspend any residual asbestos dust from washing and vacuuming procedures. This "air blasting* of surfaces is a very severe procedure for testing the efficaey'of cleanup procedures and possible air contamination, if the building is utilized in,the future. Future activities in the facility would not, in.the author* Opinion, cause the same degree of dust resuspension as this test procedure caused. 5700 m. hscussjon A. Photographs .* ' The photographs obtained indicate the extraordinary results achieved by cleanup procedures. The close-up shots of rafters, pallets and floors are particularly revealing. B. Results of Air Sampling Table 1 presents results of air sampling performed to de termine the airborne concentrations of asbestos fibers before and after directing the fan air jet at building internal surfaces. Sample 9 is the outdoor sample. All samples yielded fiber concen trations less than the present 5 fiber/ce standard of OSHA and less than the 2 fiber/cc standard proposed to replace the present standard in 1976. In the absences* air disturbances such as those imposed by the author in these,tests, the air in the buildinr would probably be associated With fiber concentrations comparable to those in outdoor air. Indeed, some of the results'listed in Table 1 indicate that even with air blast the air in the building is comparable-to-the.."blank* in fiber content. CWCtUSIdW _______ The cleanup procedures utilized in the building tested were remarkably effective. Severe air disturbances of surfaces fol lowed by air sampling for asbestos according to OSHA recommended procedures yielded asbestos fiber concentrations in air veil below the present standard of 5 fibers/cc or the future standard of 2 fibers/cc.
