Procurement Coordinator for Asbestos will be contacted again by T.L. Bland, and invited to our next meeting. 3. Tobey is mailing letters to District Managers in Architects and Building Operations for concurrence on a State Building Asbestos Committee. i. It was recommended that a Network Engineering Coordinate be included in our meetings once Texas First has been approved and this person is identified. Currently no one has this responsibility. 5. T.L. Bland is developing air monitoring schedule for North Texas. 6. CAD layering for 6015's is still in developmental state. Forty percent of North Texas Buildings are on CAD (6015). 7. A standard symbol legend needs to be developed for surveys. Becky to address CAD Committee for uniformity and report back. They are meeting 7/23/90. It was recommended that the CAD diskettes of 6015's be sent to "Network Frame Planners" for Asbestos Considerations on their jobs. 8. This issue will be dealt with by the "Standard Asbestos Gu3469 Contract" Committee (Committee #6). Insurance requirements on last page of Watson Hardeman's letter 460.09 - Asbestos, dated September 11, 1989, is to be used on any abatement job. Insurance certificate on each job. All insurance submitted by contractors for abatements jobs are to be approved by Julie Dople in St. Louis. All AIA contracts with scope of workuieed not go through legal. Only if they are modified. x 9. The Committee discussed the method of procedure for cutting holes in vinyl asbestos tile (VAT). Charles Broussard and Jim White will have an update next meeting. Network contacts abatement contractor and attains the specific insurance b. Work is performed? 4. If asbestos is not affected: a. Notification of employees by practice and posting of Hazardous Communications Act on EEO Boards was discussed. There was confusion as to whether Che Hazardous Communications Poster was required in one or several locations or in each building. 11. Copies of "Asbestos Management Program for the Dallas Architectural/Building Operations and Maintenance District" dated June 10, 1990, were distributed to be reviewed. Note: THIS work would not be for purpose of a complete survey, but rather for providing information on a specific area. 2. It was agreed that the Building Managers should be able to hire an approved abatement contractor for the purposes of small abatement joes. Note: THIS work is limited to small glovebag and cleanup jobs. 3. The committee recommends that the Building Managers notify the Architects as soon as possible before doing any of the acove work. However, we realize that tms may net always be possible. The Building Manager would be responsible for completing exhibit 24 and the Architect would be responsible for the remaining exhibits. The management planner is not one single individual but a committee consisting of Building Operations 1st line, Network 1st line, Safety 1st line and Architectural 1st line creating a Management Plan Committee. How to handle? This is a question of friability. If a product is determined to be friable then the designated Management Plan Committee for that 'building or facility will determine based on AHERA guidelines the appropriate "Action Level". If the product is not considered friable then the appropriate authority (BOM or Network) will institute an O&M program. Who initiates the work? The "Action Level" determines who is to initiate the work. Tobey is mailing letters to District Managers in Architects and Building Operations for concurrence on a State Building Asbestos Committee. 4. It was recommended that a Network Engineering Coordinate be included in our meetings once Texas First has been approved and this person is identified. Currently no one has this responsibility. 5. T.L. Bland is developing air monitoring schedule for North Texas. 6. CAD layering for 6015's is still in developmental state. Forty percent of North Texas Buildings are on CAD (6015). c/v 7. A standard symbol legend needs to be developed for surveys. Becky to address CAD Committee for uniformity and report back. They are meeting 7/23/90. It was recommended that the CAD diskettes of 6015 * s be sent to "Network Frame Planners" for Asbestos Considerations on their jobs. 8. This issue will be dealt with by the "Standard Asbestos ^ Contract" Committee (Committee #6). Insurance requirements on last page of Watson Hardeman's letter 460.09 - Asbestos, dated September 11, 1989, is to be used on any abatement job. Insurance certificate on each job. All insurance submitted by contractors for abatements jobs are to be approved by Julie JDople in St. Louis. All AIA contracts with scope of work need not go through legal. Only if they are modified. 9. The Committee discussed the method of procedure for cutting holes in vinyl asbestos tile (VAT). Charles Broussard and Jim White will have an update next meeting. The discussion included: 1. Develop a continuing nature contract with Abatement Contractor(s). 2. Network contacts Building Manager (Asbestos Manager) 3. If asbestos is affected: a. Network contacts abatement contractor and attains the specific insurance b. Work is performed? 4. If asbestos is not affected: a. Proceed to drill holes not utilizing abatement contractor Until this procedure/contracts, etc. are in place -- The Architectural Group should handle the "Abatement Drilling" process. 10. Notification of employees by practice and posting of Hazardous Communications Act on EEO Boards was discussed. There was confusion as to whether the Hazardous Communications Poster was required in one or several locations or in each building. 11. In attendance was JJ, Bettye, and Kathy. The following items were discussed: 1. It was agreed that the Building Managers should te able to have sampling done on "suspect" materials. Mote: THIS work would not be for purpose of a complete survey, but rather for providing information on a specific area. 2. It was agreed that the Building Managers should be able to hi re an approved abatement contractor for the purposes of small abatement jobs. Note: THIS work is limited to small glovebag and cleanup jobs. 3. The.committee recommends that the Building Managers notify the Architects as soon as possible before doing any of the above work. However, we realize that this may not always be possible. The management planner is not one single individual but a committee consisting of Building Operations 1st line, Network 1st line, Safety 1st line and Architectural 1st line creating a Management Plan Committee. How to handle? This is a question of friability. If a product is determined to be friable then the designated Management Plan Committee for that building or facility will determine based on AHERA guidelines the appropriate "Action Level". If the product is not considered friable then the appropriate authority (BOM or Network) will institute an O&M program. Who initiates the work? The "Action Level" determines who is to initiate the work.
