Usually these Involve complaints of "toxic dust and/or fumes", even of "cancer", by local health officials or union personnel or both. Polyvlxyl butyr&l film, polyvinyl chloride pipe, polyurethane foam have been involved. In each case, ccompositions and the relevant toxicological literature have been carefully rechecked. In each case there la no evidence of toxic hazard, but there Is evidence of hazard in the Inhalation of particulate matter regardless of ecnposltion. There has been acme evidence of unpleasant odors. The obvious remedy le to Install exhaust ventilation at the scurce of dust or vapor, supplemented by respirators, if needed, for individual operators. I -believe the SPI Plastics Safety Handbook makes brief reference to these corrective measures, but leaves major responsibility to the raw material manufacturers. It is my recceneadatlon that SPI should remind the fabricators that they have primary responaibility for operations beyond the control of the raw material manufacturers. A revision to the Safety Handbook or a special bulletin should be effective. 4. Strictly Food Packaging Materials A small group within our committee has edited and re-edited its chapter on Plastics Materials prepej*ed for the "Milk Plant Operators' H&msl" to be jwblished by the Milk Industry Foundation. Indirectly related t; this Id a number of Inquiries concerned with the effect of protective packaging and transmitted radiation on the favor of milk. In our opinion, this is a very unclear area which represents both an opportunity and a cduplication for plaatlc containers. It was suggested that any later editions of the handbook be revised to include reference to adequate ventilation and fabricated receptacloo. Mr. Cruse advised tliat uur induotry has a bad accident record, particularly in the molding field, as reported by the National Safety Council.
