ATTACHMENT 4 1926.55 COMPETENT PERSON TRAINING A trained "competent person" is required to supervise all "construction" operations unless they are small-scale, short duration. This person is required to have attended a comprehensive course, such as those listed below. This will require designation of at least one such person at each DuPont site and their attendence at one of these courses by Jan. 16, 1987. Also, contractors on our sites must have a "competent person" who is likewise trained. The duties of this person in "e.6.ii A-H" and in "i.4". (protective clothing inspection) and repeated in Appendix A under "Removing asbestos materials" require him to be physically present at the removal site and continually supervising the work. A "competent person" is not required for small-scale, short duration operations. Examples are given, including pipe repair, valve replacement, installing electrical conduits, installing or removing drywall, roofing and other general building maintenance and renovation. These operations, and others requiring eight hours or less are exempted from the "competent person" reqirement. For these operations, there are simpler training requirements for the mechanics in Appendix G under "maintenance program." Sites may "S choose to contract out larger jobs to contracters with "competent persons" to supervise the work, rather than to train a DuPont person for infrequent removal jobs. A list of training courses on asbestos control follows. The DuPont course at Chambers Works is preferred, as it addresses typical DuPont removal jobs more specifically. The Chambers Works course meets the New Jersey requirements for certification. If attendance is sufficient, Dave Jones may be able to give the course at a site in your region. The other courses listed are given by programs designated as asbestos technical training centers by the U. S. Environmental Protection Agency. Prospective attendees must contact sponsors directly to determine if a course meets current certification requirements for a particular state, since these are changing rapidly.
