This legislation also has bipartisan support in both the House and Senate. I look forward to working with you in the coming weeks to secure regulatory and legislative support for partnerships that promote municipal investment in upstream conservation practices that bring significant reductions in nutrient loadings. This is a win-win that is long overdue. I've connected with both Tom Sigmund (NEW Water - Green Bay) and Kevin Shafer (MMSD Milwaukee) and both are looking forward to providing you a tour of the innovative upstream partnerships / projects they have put in place to reduce nutrient loadings into the Great Lakes. I work closely with Tom and Kevin on "watershed" approaches to water quality improvement and am confident they are doing some of the most thoughtful work in this space. Beyond working with Ducks Unlimited, I lead efforts by the Water Infrastructure Network (WIN - AGC, AC EC, APWA, ASCE, IUOE, NACWA, NRWA, ...) secure passage of the SRF WIN Act - legislation combining the proven delivery of water infrastructure funding of the SRFs with the leveraging of finite federal dollars provided by WIFIA. Lee and your Water Team have been instrumental to the crafting of the SRF WIN Act and I look forward to discussing the path forward for this landmark legislation as the Senate EPW Committee gears up for the introduction and passage of WRDA '18 in May. Discussions with Senator Boozman (R-AR), sponsor of the SRF WIN Act, and Richard Russell, Republican Staff Director of the Senate EPW Committee, this week regarding the prospects for moving the SRF WIN Act as a component of WRDA were encouraging.
