Recommendations r 1. Labels should be directed to pure products only, and if hazardous impurities .are usually present in the commercial product the manufacturer should add appropriate warnings for such impurities.
2. It was agreed that the cautions used for meta and paranitroaniline could be applied to most aromatic nitroamines.
3. It w'as recommended that aromatic amines other than those for which labels have teen recommended should be considered individually in accordance with known hazards. Those compounds, the hazards of which are not known, should be considered individually from the point of view of the desirability of
prescribing some general precautions in their handling such as the sample label in LAfI Manual L-l, Page 7, Schedule !;

Assignments of Carl Anderson. After review of labels submitted, the following items were returned to Carl Anderson for review
and reconciliation with prior recommendations to the California IAC:

Ethylidene Dichloride. Ethylidene Dichloride was removed from the list of product labels as reports indicated that it is not a
commercial item.
Fluoride Flux. The report on fluoride flux from L. L. Hedgepeth was continued on the docket. -
Antidotes. The following items were referred to the Antidote Committee for recommendation of antidotes:

Other Labels. The following products were considered by the LAPI Committee and the Committee concluded, on the basis of present knowledge and

III. OTHER LABEL ASSIGNMENTS
Solvents. Dr. Cranch reported that he was not yet prepared to submit his report on solvents. Discussion emphasized the fact that this is the outstanding
gap in the LAPI label program and that the chemical industry could not afford to
leave this group uncovered. The matter has been pending for one year in the hands of Dr, Cranch1s committee.
It was suggested that Dr. Cranch organize subcommittees for different groups and that every effort be made to report to the LAPI Committee-, as these labels
should be incorporated in the new Manual L-2 to be printed in December.

September 19hk it was suggested that the Chairman, with the assistance of one or two producers, review some of the current labels and submit a draft to the Remick committee, stressing the importance of final decision and recommendation 4jbecause of the widespread distribution of this product and contact with the lay |3onsumer.
IV. ANALYSIS OF SOLVENTS

'll'- The Committee was advised that Industrial Hygiene Information Supplement '-,4/0* 7, Subject, "Solvents Index," dated August 2, 191/5, prepared by the Office Ibf the Chief of Ordnance, Safety and Security Division, 333 North Michigan lj?iAvenue, Chicago 1, Illinois, contained in Table 2 a list of solvents, name of 4-supplier or manufacturer, and the percentage composition according to three ' groups: (l) aromatics, (2) alcohols, esters, ethers, and ketones, and (3) i:paraffins and naphthenes.

r- VI, REVISION OF ANTIDOTES
Mr. Anderson reported on behalf of Dr. Carlisle that the list of antidotes 4br label requirements, appropriate for the lay user, has not been completed. 3;,-This assignment followed a request by Dr* Cox to the LAPI Committee for a revispy|an of antidotes for submittal to the California Pharmacy Board. It was agreed Tiiitihat the matter should be expedited as it has been pending for about a year*
Mr. Hansen offered the services of Dr. Knapp of his company to assist in the preparation of these antidotes, and the Chairman was requested to contact Dr. Carlisle on the question*
VII. ADHESIVES
The Committee approved the report of Chairman Hill, which was sent 'to each
member of the Committee on July 23, omitting the last two paragraphs conce'rning new products. This report shows that resin adhesive Q-3605 of the National Starch Products Company, 230 Madison Avenue, New York City, is easily applied for over- and under-treatment and is resistant to water and submersion, as set forth.
VIII. M.C.A. LABEL INVENTORIES
The Chairman reviewed the label inventories in the Washington Office, amounting to 800,000 for C-5 and C-6 labels. He asked the cooperation of members
in using these carboy labels before transferring to the subsequent label recommendations of the LAPI Committee,.
IX. SULFURIC ACID IN DRUMS LABEL
The Chairman reported that the sample label for sulfuric acid in drums had been submitted to the LAPI Committee on July 19 with a price of &1.90 per
1,000 (minimum order, 10,000), plus 35(4 per thousand, in large lots, for name
imprinting. Ho stated that Committee members had indicated no present interest in securing this label, .

X. COLOR CODE
The Chairman was requested to make strike-offs for Committee use only, using the model acid label, showing red, blue, green and yellow in accordance with hr, Lahey's subcommittee report dated February 26, 19U3.
XI, DEFINITION OF CORROSIVE LIQUIDS
The Chairman advised the Committee that the majority recommendation of the members favored the revision of the definition for "acids and other corrosive liquids" (paragraph 21^0 of the I'.C.C. regulations), suggested by the Bureau of Explosives and referred to the LAPI Committee on July 30. He stated that the 3ureau had been notified of approval of the suggested revision as a distinct improvement over the existing definition.
XII. RHODE ISLAND CODE
The Chairman reported that i-ir. H, F, Reinhard had appeared before a special commission of the R. I. Department of Health on September 18, representing the LI.C.A. in connection with a proposed code for the manufacture, use and storage of industrial organic solvents in places of employment, which contained a refer ence to the incorporation of LAPI Manual L-2 labels and supplements thereto. The K.C.A. position on this code, with particular reference to the inclusion of Manual L-2 was outlined in the association's General Bulletin of October 2, 19U> and a copy of the statement presented to the Commission by Dr. Reinhard has been sent to members of the LAPI Committee.
XIII. JOINT DDT COMMITTEE
The committee reviewed and approved the recommended cautions prepared by the Joint Committee, consisting of two members each from the AIFA, NAIDM and the ifi. iiCA, with Dr. Paul A, Heal of the TJ.S. Public Health Service, and the late ; > Dr. H, 0. Calvery, Division of Pharmacology, Food and Drug Administration.
XIV. REVISIONS OF CALIF. I.A.C. PROPOSAL FOR LABELING OF INJURIOUS
p::; .. Mr. Hansen reviewed in detail the appearance of Dr. Harold E. Wales on behalf l||;bf the M.C.A. at the hearing before the California Industrial Accident Commission
on October 9* The pre-hearing draft of the I.A.C. regulations was sent to the entire M.C.A. membership in August, and a copy of our recommended revisions was sent to each member of the LAPI Committee on August 27, special attention being y:-; given to the provisions of Orders 9U.1 "Application'.' $ 9U*2 "Definitions" j 9lu3 p; ; "Labeling"; 9kh "Caution Phrases", in connection with which we recommended incorporation of Schedule 3 of LAPI Manual L~l; and 9h5 "Labels", in which recommendations for revision of specific cautions were presented.
XV. GENERAL SAFETY COMMITTEE
The Chairman reported that the General Safety Committee had drafted chemical safety data sheets on twelve products and that redrafts had been prepared on six items which, after approval by the General Safety Committee, mil be submitted to the concerned M.C.A. Committees for comment. These include the Container Committees, Medical and Legal Advisory Committees, and the LAPI Committee.

XVI. MISCELLANEOUS
Caution Labels for Insecticides and Fungicides. The subject of preparation of caution labels for insecticides
and fungicides was discussed in detail and the Chairman was requested to appoint a subcommittee to initiate this project. The subcommittee follows:

DDT. Mr. Hill reviewed his recent visit to eight states with Mr. Hedgepeth, in the course of which concerned officials were interviewed concerning appropriate
labels for DDT formulations, with emphasis on the important part that Manual L-l played in the concept. He recommended that a representative be sent to the meeting of North Central States officials in Omaha, Nebr. on October 16-17, The committee approved this recommendation for submittal to the Executive Committee.
Dr. Irish agreed to take up the question of a label for DDT formulations with officials of the State of Michigan,
Manual L-l. Each member of the Committee agreed to submit to Chairman Lahey before December 1 comments and recommended revisions for Manual L-l, for
inclusion in the next print which will contain the approved report on mixtures submitted by Mr. Hansen.
Manual L-2. Mr., J. T, Fuess was appointed Chairman of a subcommittee to revise Manual L-2, including all labels cleared by the LAPI Committee since
its publication, and to include the solvent labels following approval.
It was agreed that (l) the revised L-2 should be in the hands of the committee well in advance of the next meeting of the LAPI Committee on December 6 and 7 and (2) comments of committee members on the revision should be submitted to Mr. Fuess before November 1.
Chlorine Mr. Frank Low reviewed the draft of a chlorine label prepared by a subcommittee of the Chlorine Institute. Comments and suggestions were
made to Mr, Low for his information.
Next Meeting. It was decided that the next meeting of the LAPI Committee should be held in New York City on Thursday and Friday, December 6 and 7,
