The purpose of the Inspection was to evaluate the Municipality of Rincn's compliance with the NPDES General Permit for Discharges from Small Municipal Separate Storm Sewer Systems ("MS4 Permit"). The Inspection was performed pursuant to the inspection authority in Section 308(b) of the Clean Water Act (CWA), 33 U.S.C. 1318(b). The findings of the Inspection are contained in the enclosed Inspection Report ("Report"). Please acknowledge receipt of this letter by electronic mail ("Email"). The Municipality of Rincn shall provide a written response within thirty (30) calendar days of receipt of this letter by email, detailing the actions taken or to be taken to address the findings of the Inspection and the areas of concern included in the Report. The Municipality's response should include a Plan of Action with a timeline for the development and implementation of the actions to be taken, which shall not exceed one hundred and twenty (120) calendar days from receipt of this letter by email. To the extent possible, all documents to be submitted in response to this letter should be sent via electronic mail in Portable Document Format ("PDF") format.
