Following President Donald J. Trump's day one order to "unleash American Energy Dominance," the Department of Energy announced earlier this week it ended the Biden administration's pause on Liquefied Natural Gas (LNG) export permits and was returning the department to regular order.
The announcement has been met with widespread praise from policymakers, industry leaders, and trade associations.

Charlie Riedl is the Executive Director for the Center for LNG (CLNG) and Vice President of the Natural Gas Supply Association (NGSA). CLNG is the top U.S. LNG trade association.
Charlie manages the operations of CLNG and is responsible for member relations, media engagement, advocacy and government affairs activities. He leads efforts to advance the U.S. liquefied natural gas (LNG) industry's economic and environmental agenda with CLNG member companies, regulators, legislators and other key stakeholders.

He has testified in both chambers of the U.S. Congress, and frequently speaks with key Hill and White House staff, FERC and other policymakers, on the importance and benefits of LNG exports and regulatory certainty. He has led hundreds of discussions on CLNG priority issues at conferences, has appeared on leading television news programs like CNBC's Squawk Box and is regularly quoted as an industry expert in the media, including The New York Times, The Houston Chronicle, Bloomberg News, Politico and The Hill.
Charlie has been instrumental in leading the CLNG team to its recent successes, including securing modernized risk-based LNG safety regulation in PHMSA reauthorization legislation passed by Congress; long-term extension of non-FTA export authorizations through 2050. He is a fierce advocate for pipeline and infrastructure permitting improvements.
He is also a key part of the team developing NGSA's annual Winter Outlook forecast on natural gas supply and customer demand, adding context to how LNG exports impact price pressure.
Prior to joining CLNG, Charlie worked at America's Natural Gas Alliance and at a major exploration and production company in various roles focused on natural gas market development and government relations. He graduated from The Ohio State University with a bachelor's degree in Communications.

Description:
Pelican Renewables, LLC and its affiliates propose to develop a carbon sequestration hub on Rindge Tract, a large island in the Sacramento-San Joaquin River Delta, located approximately 7 miles from the Port of Stockton. The Projects primary goal is to capture, utilize, and/or sequester CO2 emissions. The Project will use Pelican's existing ethanol production plant at the Port of Stockton for the anchor source of carbon dioxide to kick-start Hub operations. The existing rail terminal at the plant will be used to receive carbon dioxide from external sources by rail, where it can be barged to Rindge Tract for storage. Additionally, a Pelican affiliate, ZuCO2 Transport, LLC, will develop a barge-based CO2 transport system that will move CO2 from the Port of Stockton and from external sources to the Rindge Tract sequestration site.

USE IT ACT: CCUS PERMITTING TASK FORCE DUTIES
I) inventory existing or potential Federal and State approaches to facilitate reviews associated with the deployment of carbon capture, utilization, and sequestration projects and carbon dioxide pipelines, including best practices that--
(aa) avoid duplicative reviews to the extent permitted by law;
(bb) engage stakeholders early in the permitting process; and
(cc) make the permitting process efficient, orderly, and responsible;
II) develop common models for State-level carbon dioxide pipeline regulation and oversight guidelines that can be shared with States in the geographical area covered by the task force;
I II) provide technical assistance to States in the geographical area covered by the task force in implementing regulatory requirements and any models developed under subclause (II);
IV) inventory current or emerging activities that transform captured carbon dioxide into a product of commercial value, or as an input to products of commercial value; V) identify any priority carbon dioxide pipelines needed to enable efficient, orderly, and responsible development of carbon capture, utilization, and sequestration projects at increased scale; VI) identify gaps in the current Federal and State regulatory framework and in existing data for the deployment of carbon capture, utilization, and sequestration projects and carbon dioxide pipelines; VII) identify Federal and State financing mechanisms available to project developers; and VIII) develop recommendations for relevant Federal agencies on how to develop and research technologies that--
(aa) can capture carbon dioxide; and
(bb) would be able to be deployed within the region covered by the task force, including any projects that have received technical or financial assistance for research under paragraph (6) of section 103(g) of the Clean Air Act (42 U.S.C. 7403(g)).

API Statement on Tariffs on Canada, Mexico and China
WASHINGTON, February 1, 2025 -- The American Petroleum Institute issued the following statement from President and CEO Mike Sommers on the Trump administration's decision to impose tariffs on U.S. imports from Canada, Mexico and China.
"Energy markets are highly integrated, and free and fair trade across our borders is critical for delivering affordable, reliable energy to U.S. consumers. We will continue to work with the Trump administration on full exclusions that protect energy affordability for consumers, expand the nation's energy advantage and support American jobs."
The U.S. is by far the world's largest oil producer, but U.S. refineries--primarily in the Midwest--rely on Canadian crude to produce the gasoline, diesel and jet fuel that's critical for transportation, agriculture and American consumers. The U.S. is the largest market for Canadian crude oil exports and Mexico is the No. 1 destination for U.S. refined product exports. U.S. oil and natural gas exports to China totaled more than $14.4 billion in 2023 and are critical to reducing our trade deficit.

Congratulations to you, soon-to-be Secretary Wright, and his team on a smooth confirmation process thus far.
I'm reaching out to invite Secretary Wright to a private energy security forum at CERAWeek for G7 ministers that is jointly hosted by the U.S. Chamber and International Gas Union (Megan Bloomgren advised that we reach out to you). This forum is now in its third year after initially resulting from industry coordination with the Japanese government during their G7 host year of 2023, and we believe it presents an excellent opportunity to advance Trump Administration energy goals related to security, energy access, and a broader change in narrative with respect to the long-term role of natural gas in global energy systems.
A memo is attached that describes our proposed outline for this year's event, which will take place on the afternoon of Monday, March 10th in Houston during CERAWeek. The ultimate goal is to build momentum aimed at strengthening the G7's message on gas and energy
security at Canada's energy ministerial. We will of course be inviting the Canadian federal government to participate in the event, but are also working closely with Alberta Premier Danielle Smith and her team on this strategy. We also think the gathering could provide an excellent opportunity to feature the energy access message of Secretary Wright's friend Magatte Wade.

Governor Gianforte let me know he spoke to soon-to-be Secretary Wright about RGA's Winter Meeting. I am writing to invite you to address our Annual West Virginia Mining Symposium and Coal Show scheduled for April 15-16, 2025, in the Grand Ball Room of the Charleston Coliseum and Conference Center in Charleston, West Virginia.
The Mining Symposium is the premier mining program of the year in West Virginia, attracting over 400 mining professionals from West Virginia, Kentucky and Pennsylvania.
A general review and discussion of the nation's energy challenges and the role of coal under your administration would be desirable and timely.
Ideally, we would prefer to feature you with Governor Patrick Morrisey in our Keynote Session on the morning of Tuesday, April 15th but would accommodate whatever time or day best fits your schedule. As appropriate, API has intervened in proceedings at FERC and DOE. Below details two current proceedings for which API has filed amicus briefs:
On 10/28/24, API led an amicus brief with AXPC, CLNG, NGSA, LNG allies, IPAA, TXOGA, in support of the Next Decade/Rio Grande LNG petition for rehearing in Case nos. 23-1174 and 23-1175, City of Port Isabel, et al v. FERC, in the United States Court of Appeals for the D.C. Circuit. This petition is still pending.

WV Coal Association Commends Energy Secretary Chris Wright's Advocacy for Coal-Fired Power Plants
Charleston, W.Va. -- The West Virginia Coal Association (WVCA) applauds U.S. Secretary of Energy Chris Wright for his recent statements emphasizing the importance of maintaining coalfired power plants across the United States. In a time when energy policy is increasingly scrutinized, Secretary Wright's commitment to halting the closure of additional coal plants aligns with the interests of West Virginia's economy and America's need for energy security.
Secretary Wright recently stated, "We should not close any more coal plants," highlighting concerns that retiring these facilities has led to increased electricity costs and grid instability.
His remarks resonate deeply with the West Virginia Coal Association's mission to ensure that West Virginia continues to benefit from its rich coal resources, which currently account for nearly 90 percent of the state's electricity generation.

In its fmal days in office, the Biden administration issued a waiver exempting a wide range of DOE programs from being required to meet Build America, Buy America standards for solar panels. The move opens the door for recipients of large federal grants and loans--including those awarded via the Grid Resilience and Innovation Partnerships Program and LPO's Energy Infrastructure Reinvestment Financing program--to source solar supplies from China.

API Applauds Passage of Resolution to End EPA's Duplicative Methane Fee
WASHINGTON, February 27, 2025 -- The American Petroleum Institute (API) today released the following statement from Executive Vice President and Chief Advocacy Officer Amanda Eversole applauding House and Senate passage of a Congressional Review Act (CRA) resolution to begin repealing the EPA's Waste Emissions Charge (WEC) established under the Inflation Reduction Act.
"This bipartisan resolution is an important step toward repealing the so-called `methane fee'-- a duplicative, punitive tax on American energy production that stifles innovation. Thanks to industry action, methane emissions continue to decline as production increases, and we support building on this progress through smart and effective regulation. We applaud Sen. Hoeven, Rep. Pfluger and members on both sides of the aisle for their efforts to undo this misguided rule, and we look forward to working together on full repeal and pro-consumer polices that embrace American energy leadership."
The WEC rule is redundant and penalizes early adopters of methane-cutting technologies. U.S. oil and natural gas producers are already regulated under EPA methane standards. U.S. methane emissions declined by 42 percent from 2015-2023 while production increased by 51 percent.
