Dear Nancy,
On behalf of Asbestos Disease Awareness Organization, American Federation of Labor and Congress of Industrial Organizations, Occupational Health & Safety Section of the American Public Health Association, International Association of Heat and Frost Insulators and Allied Workers, and Safer Chemicals, Healthy Families, we are disappointed that we were unable to have our important Alarch 21 joint meeting due to the inclement weather.
We will work with your staff to reschedule our meeting as soon as possible, but ask that you delay finalizing the Problem Formulation Document for asbestos until we have had an opportunity to express our views and present new evidence to you and your staff.
We are deeply concerned that the Problem Formulation Documentwill follow EPA's June 2017 Scope ofthe Risk Evaluationfor Asbestos by excluding ongoing exposure from legacy asbestos products that remain in use and installed attic insulation containing Libby Amphibole asbestos from the EPA risk evaluation. We and several other groups opposed these exclusions in comments on the scoping document and Administrator Pruitt agreed to reexamine them in recent Congressional testimony.
To exclude these important sources of exposure and risk would not only be contrary to TSCA, but would also result in an incomplete risk evaluation that would fail to address serious threats to public health.

In addition to these exclusions, the EPA should include chlor-alkali industry asbestos diaphragms used during the chlor-alkali manufacturing process in its risk evaluation. In 2016, the chlor-alkali industry imported 702 metric tons of raw asbestos rather than the 340 tons the U.S. Geological Survey previously estimated. There are numerous pathways of asbestos exposure for those mining, transporting, handling, repairing, removing, and disposing of asbestos for the chlor-alkali industry. Safer substitute materials are commercially available and have been adopted by numerous companies in the industry. This use is the last remaining application for which bulk asbestos is being imported into the United States. The EPA should include chlor-alkali use in its risk evaluation, conclude that it presents an unreasonable risk of injury,and ban this obsolete hazardous technology.
Lastly, during our meeting, we would also like to discuss new evidence of asbestos-contaminated products that are being distributed in commerce and the need to include them in the EPA risk evaluation.

Derrick and I spoke on the phone this morning. ADAO and all joint meeting attendees would like to reschedule our national in person meeting.
When do you expect to finalize the Problem Formulation Document? That date determines when we reschedule the next meeting as it is essential and monumentally important that we meet with you before the document is finalized.

I'm very sorry that the weather has forced me to reschedule our meeting on Wednesday, 21 at 2:30 3:15 pm, but I didn't want anyone to travel unsafely.
It is critically important to us, the Asbestos Disease Awareness Organization, AFL-CIO, American Public Health Association OSH Section, International Association of Heat and Frost Insulators and Allied Workers, and Safer Chemicals, Healthy Families, that we meet with you before the EPA finalizes the Problem Formula Document.
We would like to discuss the Scope ofthe Risk Evaluation forAsbestos document that presently excludes legacy use and the Libby Amphibole from the risk evaluation, and also new contaminated products that are being distribution in commerce.
