VC Safety Meeting in Atlanta, Georgia
This meeting was held with each plant going over their compliance with OSHA regulations- A more complete outline of each plant is in the file, but I have listed some highlights.
1. Firestone had people refuse to take physicals. This went to the solicitor general who ruled the men do not have to take a physical and they cannot be barred from working in VCM because they do refuse the physical. (Firestone and others with UKW union have a large number of physical refusals. They also have refusals to wear masks, numerous OSHA complaints, and deliberate setting off of VC alarms.)
2. The Richardson questionnaire sent out to gather VCM data has been with drawn and should not be answered.
3. The HNU portable tester is very much affected by humidity and can be in error by as much as 90 percent.
4. Physicals and testing: Very few companies are rejecting employees on the basis of results on the SMA-12 series. A few were asking about failures in the GGTP test but very few had any problems; nowhere near the number of failures PPG has. Some suggestions on alcohol intake (suggested by medical and company, but felt these were not observed) range from 48 hours abstinence to five days. In all cases (approximately 30 companies), no one rejects any employee on SMA-12 alone. All run a liver scan on high SMA-12 results, and some have even cleared the shady SMA-12 and liver scan with a biopsy. (Union Carbide has had some refuse to allow any blood work.)
5. Union Carbide is running a SMA-22 series for liver function.
6. Air Products had a research lab receive a citation and a lot of publicity. They were cited for minor things; unlabeled VC cylinder, improperly labeled waste containers. Since this was a long list of problems, several employees were terminated. One of them then died of a ruptured aorta. After his death, someone turned into a paper a reading of 65,000 ppm VC and said this came from the research lab. The 65,000 ppm came from 1 1/2 pounds of VC dumped to the sewer and a detector right over the sewer. OSHA gave them a cease and desist order and is investigating the death in spite of a long history of heart trouble with the deceased.

7. Most plants run a VC level of 2-5 ppm with excursions. This is based on 20-30 monitors per plant. All are using computer assimilation of the data. Some are using announciators and others different lights for different levels. (This is for the different masks allowed to be worn.)
8. All are issuing letters to personnel after exposure and most are issuing a lot.
9. Some allow uncleared personnel in the area as long as the level is less than 5 ppm. Others only regulate the area on startup and shutdown.
10. OSHA inspections have shown Sipon and color tubes as OSHA standards for VCM.
11. One company's record for the Massachusetts Air Quality Board weighed 70 pounds. Many people have hired leak detectors who walk around and check valves, pumps, and flanges. (A few companies have hired girls for this job.) The major discussion was held on the frequency of checking. All but PPG felt it is required in the EPA regulation and felt that daily or shift checks should be made and recorded. One or two others felt weekly checks would suffice. Some discussion on defining a leak was held and 25 ppm for two readings was felt to be a good number.
12. All essentially leave protection, physicals, etc., up to contractors.,.. All most companies do is warn the contractor of the law.
13. A detailed breakdown of each plant's levels and exposures will be kept with the file copy. If anyone wishes to go over these notes, I will try to clarify the notes.
A brief summary is as follows:
a. PPG is doing as well as others in the area monitors and exposure levels of employees.
b. PPG is much more stringent on physicals both on test levels and the use of the SMA-12 series for rejection.
c. PPG should beef up its detection system.
d. PPG is not alone in moving detectors from the worst area to the working areas.
