BACKGROUND The purpose of this report is to describe, evaluate and document S&R Egg Farm, Inc. compliance with their Wisconsin Pollutant Discharge Elimination System Permit (WI-0056537) and with the Clean Water Act (CWA) at their S&R Egg Farm and Genesee Farm Facilities located in Whitewater and Waukesha Wisconsin on November 17, 2023. This inspection was performed pursuant to Section 308(a) of the Federal Water Pollution Control Act, as amended. 1 S&R Egg Farm, Inc. S&R Egg Farm and Genesee Farm Inspection conducted on November 17, 2022. S&R Egg Farm, Inc is comprised of four facilities: S&R Egg Farm., Cold Spring Egg, B Farm, and Genesee Farm. These four facilities are defined as a large CAFO covered under one permit WI-0056537. S&R Egg is an egg-laying operation, and the Genesee Farm is a pullet operation. At the time of the inspection, Genessee Farm did not have any pullets. Surface runoff from S&R Egg Farm flows to the Scuppernong River which is tributary to the Bark River. The Bark River is tributary to the Mississippi River a traditional navigable water. 1. EPA explained that they were there to conduct an inspection to determine compliance with the Clean Water Act and WPDES Permit WI-0056537. EPA explained that we were there to conduct the inspections at S&R Egg Farm and Genesee Farm, complete walk-throughs, and go through the Region 5 CAFO checklist. EPA had already received documents through an Information Request response submitted by S&R Egg Fam, Inc. in 2021 and information provided by WDNR. EPA explained that photographs would be taken of the walk-throughs of S&R Egg Farm and Genesee Farm. According to the documents provided by Mr. Hill on November 17, 2022, for 2021 at S&R Egg Farm: solid manure generated Annual Wet Tons 56,147.90. S&R Egg Farm and Genesee Farm Inspection conducted on November 17, 2022. 2.2 Walkthrough of the Facilities EPA started the walk-through at the Egg Processing Plant. The Facility Manager walked EPA and WDNR through how the eggs come into the Egg Processing Plant and then how they are washed and dried. The Facility Manager showed how the eggs are then placed by size in different egg cartons. There are drains throughout the Egg Processing Plant to collect the wastewater which is then piped to the poxy steel lined tanks. EPA then walked outside to the Compost Building located on the east side of the Facility. EPA observed track in and track out from the Compost Building. The concrete pad on the south side of the Compost Building is sloped to the south, so that if stormwater were to come into contact with the track in and track out from the Compost Building, it would flow into the Southeast Stormwater Pond. WDNR, EPA, and the Facility Manager walked to the south side of Production Area where we observed the South Stormwater Pond at S&R Egg Farm. WDNR, EPA, and the Facility Manager continued the walkthrough on the east side of the barns and between the barns. Dust was observed between some of the Barns. The Facility Manager stated that the tile drains are under the stones against the barns between the buildings and employees are hired to clean up between the barns. The tile drains under the stones collects the precipitation between the barns and flows through drains that are piped into the Southeast Stormwater Pond. EPA along with WDNR, and the Facility Manager continued to the north toward Barn 5. EPA observed a dust curtain. The Facility Manager explained that they put up a dust curtain on the north side of the Facility to minimize the dust from the exhaust fans blowing onto the homes north of the Facility. EPA, WDNR, and the Facility Manager continued to the west side of the Barns. At the northwest corner of the Facility on the west side of the access road across from Barn 5 was the Northwest Stormwater Pond. EPA continued along the west side of the barns observing the feed bins that are enclosed within a concrete wall which has holes within the concrete to drain stormwater. The access road is sloped so that the water that flows out of the concrete bunkers surrounding the feed bins on the west side of Barn 5 through Barn 1 flows to the northeast into the Northwest Stormwater Pond. After EPA, WDNR and the Facility Manager completed the walkthrough of S&R Egg Farm, EPA explained that we would like to drive to observe the Genesee Farm Facility. At the Genesee Farm, the Facility Manager stated that they have moved the Pullets to either Cold Spring Farm or S&R Egg Farm.
