THE VINYL INSTITUTE TECHNICAL COMMITTEE NOVEMBER 1993 STATUS REPORT
MISSION STATEMENT
(Revisions: May 1993, September 1993: Pending Approval)
To provide technical support for VI activities which address issues impacting existing and future uses of vinyl products. Committee activities to fulfill this mission will include:
1. Develop and document scientifically sound information regarding performance of vinyl products.
2. Initiate or support research programs that fill important technology gaps pertinent to the use of vinyl products.
3. Provide technical support to the VI Issues Management Committee and Ad-Hoc Task Groups.
4. Present and promote scientific facts about vinyl products to government, industry and environmental organizations.
5. Serve a proactive "early alert" function which recognizes emerging issues, recommends and takes appropriate action.
6. Support and protect the interests of the vinyl industry through liaisons with trade associations and consensus standards organizations.

PVC Pipe Drinking Water Quality (Ad-Hoc Task Groups (R. McCreedy -11/8/93)
Technical reviews have been completed on several point-of-entry treatment technologies. Of the three methods reviewed (UV, air stripping and carbon bed) only carbon bed absorption is expected to remove trace VCM levels to 2 ppb, or less. Preliminary tests conducted by Dow Chemical indicate that 10 ppb VCM in water can be lowered to 1 ppb with activated carbon. Scale-up tests to determine bed life and efficiencies need to be conducted by EPA (or VI) to determine the economic feasibility of this treatment.
The development of a computer model to predict the occurrence of elevated VCM concentrations in pre-1977 installations is on hold pending additional piping and flowrate information from Kansas Rural Water District No. 5.
A statistical sampling program has been defined and documented. However, a mechanism for voluntary submission of water samples, piping and end-use data to conduct sample analyses has not been identified.
This task group recommends that all information generated by VI be compiled by year end and transmitted to USEPA Drinking Water Office early in 1994. The cooperation of the EPA and/or state health departments will be necessary to complete the computer model and sampling program.

Dioxin Allegations in EDC/VCM/PVC (Ad-Hoc Task Group) (R. McCreedy -11/8/93)
The ChemRisk critique of the Greenpeace report "dioxin Factories" has been completed. The ChemRisk analysis identified factual errors and insupportable allegations related to Greenpeace claims on:
1) EDC/VCM/PVC production processes. 2) Sources of PCDD and PCDFs in the environment. 3) Toxicity and human exposure issues. 4) Dioxins and Organochloride byproducts.
A work group within this task group has been formed to link the information and efforts of the CCC's Dioxin Task Group with the VI efforts on this issue. Dave Penney (Vista Chemical) is the lead on this work group with his activities in both the VI and CCC Dioxin Task Groups.
The only government inquiries to date have been in Canada. Dow Chemical has met with Environment Canada and Alberta Environment to discuss the Greenpeace, ECVM and ChemRisk reports and to negotiate a strategy to fill information gaps identified by the Canadian agencies for Dow's VCM plant in Alberta.
Fire Science Issues (H. J. Hall -11/5/93)
A. UL CORROSION HAZARD ASSESSMENT Marcelo Hirschler and Greg Smith (GEON) have responded to UL's request for comments on this corrosion research proposal. We intend to determine the degree of industry support before VI commitment is made. Our goal is to monitor UL activities in this area and not to promote them.
B. CODE MONITORING R. Strength is attending IEC 89 in Australia. Areas of concern are Hazard Analysis, corrosion and toxicity protocols.
C. LABELING The VSI has formed a task group to study the need for labeling requirements on siding. Bud Hall will represent the VI.
