The rule also would approve revisions to the California SIP that establish standards and other requirements for the control of emissions from new on-road and new and in-use off road vehicles and engines. If finalized, the rule would permanently stop the sanctions clocks that were triggered by the prior disapproval, including offset sanctions that would apply Dec. 13, 2017, and highway sanctions that would apply June 13, 2018. The EA concludes that relicensing the project, with appropriate measures, would not constitute a major federal action significantly affecting the quality of the human environment.
